This research takes as its locus the Ponta dos Castilians, located south of Boipeba Island. The research universe encompasses two communities, located on the Island and on the continent, respectively the Community of São Sebastião in the municipality of Cairu and the community of Barra dos Carvalhos that belongs to the municipality of Nilo Peçanha, both located in the Low Southern Territory of Bahia. O conflict inherent to such Project is not the object of analysis, we seek to observe some aspects of its manifestation to highlight and understand power and domination, the to subsidize the issue to be analyzed, which is dedicated to understanding how violence which is exerted directly by these local agents, fundamental component of rentism in the Low South. The empirical universe centers on in the case of 54 deterritorialized peasants from the south of Boipeba residence on the continent and draws connections between this case, which involves more peasants of Barra dos Carvalhos and the action of rentism, disguised as a tourism project. Socio-environmental conflict has gained visibility in the last decade and involves a number of developments motivated by tourist and real estate speculation. The study area, stands out for its natural heritage, biological diversity, Atlantic forest, mangroves, coral reefs, marine environment, and cultural diversity, present thanks to the territorialities of the Traditional Peoples and Communities, especially riverside, considered here as black peasantry. The theoretical field of research advocates Latin American Political Ecology and the field of Decolonials, from the approach of coloniality of power where race and racism They are central categories. Participant observation was adopted as a method, launching open and in-depth semi-structured interviews, as well as the use of maps, photographs and software aid sphinx. The first chapter is intended for a quick historical evolution of the Lower South and a debate on coloniality, giving clues about the power relations that predominated in the territory.
The second chapter is devoted to to raise aspects of how the state, especially the judiciary, expresses coloniality to the introduce themselves and relate to the elites and local peasant populations to understand the strategies of power and domination that economic groups exert in the Lower South and its leading role in the continuity of colonial situations - understood here as colonialidad. Chapter 3 seeks to see how anti-black violence has been to enable elite tourism and territorial laundering, territorial context marked by the large production of foodstuffs from the fishing and agriculture that constituted this peasantry.

The advocacy of agroecology has brought together diverse people and institutions, representing divergent and even antagonistic social strata and interests. The objectives of this research were, on the one hand, to carry out a critical reading on the global geopolitical context that accompanied the emergence and diffusion of agroecology throughout the world, and on the other, to identify the political and ideological content of what is stated as the “social dimension of agroecology ”. To this end, we follow the development trajectory of the term “agroecology” from the 1930s to the present day, as well as the trajectory of its antagonistic pair - conventional agricultural science anchored by the technological package of the Green Revolution and which in its second stage has been incorporating elements of technical ecologization and valorization of “local” knowledge, integrating them in a subordinate way in the accumulation tables. We paid special attention to the period between the 1990s and the 2000s - the emergence of neo-extractivism and the proposals for “sustainable development” and “neoliberal multiculturalism” disseminated by multilateral organizations - which coincides with the moment when agroecology gains more prominence and space in the public debate. Then, we carried out an empirical analysis on the political discourses of Via Campesina and the United Nations Food and Agriculture Organization (FAO). Because they have international reach, both organizations influence and are influenced by a wide range of actors and institutions, which makes their discourse particularly relevant. Using official documents, reports and statements from these entities, we were able to observe how the concept of agroecology was constructed in each case. Anchored mainly by Murray Bookchin's Social Ecology proposal, and by the perception of continuity between nature and society observed in the ontology developed by Mikhail Bakunin, we identified that the concept of “agroecology” harbors a contradictory unity, that is expressed in differentiations of class, ideology and political projects, which point to different and even opposite levels of transformation. We conclude that today there is a coexistence of agroecological knowledge that tends to assume a hegemonic-dominant-central form, aligned with the second stage of the Green Revolution and the centers of power, based upon a liberal economic policy as a government practice; and agroecological knowledge in its subaltern-peripheral-insurgent form, aligned with the peripheries of power, built from emancipatory practices in search of autonomy and territorialization of the peasantry. These two “types” of agroecology, while excluding one another, reinforce each other, following the dialectic between authority and freedom.

SATURNINO BRAGA, Pedro Gross. The appropriation of the category “traditional peoples” for the self-affirmation of a collective identity. Master's Dissertation in Social Sciences in Development, Agriculture and Society. CPDA, DLCS, Instituto de Ciências Humanas e Sociais, Universidade Federal Rural do Rio de Janeiro, Rio de Janeiro, RJ. 2019. The dissertation aims to reflect on the change of meaning in the category of traditional peoples. This was a concept created by the government and the academy to encompass several communities that, although different from each other, had similar characteristics. This category has its meaning changed, becoming an element of collective identity, in which these communities assume this nomenclature and call themselves traditional peoples. These communities, which were grouped in the same category by wills outside them, begin to make alliances among themselves and begin to unite following their own principles, mainly because of the similar conflicts they had with Western society. To analyze this issue, the research will focus on the National Commission of Traditional Peoples and Communities, a state agency that brought together the different segments of traditional peoples and played a fundamental role in the union of these different communities. It was important as a political force for them, and also in the self-identification of the communities as traditional peoples. It is also observed the relationship of these peoples with the State, and the ways in which traditional communities use elements of western ontology to defend their interests.

The northern region of the state of Minas Gerais, has been the stage of the phenomenon known as (un) invisibilization of traditional peoples and communities, this movement is based on the legislation of the 1988 federal constitution, and more recently, decrees that guarantee cultural rights, identities and territories of communities that recognize themselves as traditional. Within a mosaic of peoples that emerge seeking to recover their territories and maintain their ways of life, traditional breeding communities claim their territories located under the Serra Geral, questioning the logic of occupation and the development model brought by the industrial complexes of eucalyptus, who settled in the region at the end of the 1970s. In this context, the present work is the result of a case study carried out in a traditional farming community that has its territory and territoriality reconfigured, and with the help of the theoretical lens of political ecology, we will fit the process experienced by the community (local / regional), within the context of western imperialism and the globalization of the economy (national / international), analyzing this development project, as a “moderate- colonial” project. We will thus describe the reconfigurations of the land network with the installation of the territorial projects of the eucalyptus monocultures, overlapping the traditional territorial project woven by the gerizeiros, and, more recently, a new reconfiguration in the land network with the creation of a Sustainable Development Reserve on the territory of Catanduva. Thus, we highlight the importance of mobilizing communities around access to traditional territories as essential for the maintenance of nature present in the Serra Geral and in the cerrado areas, reaffirming the importance of the concept of socio- biodiversity, which translates human interference in nature as essential for the production and reproduction of biodiversity.

A synthesis of words “baobab” and “galaxy”, Baobáxia is a free digital system created to allow the storage and sharing of multimedia materials by places with restrictions or no access to the internet. Designed by members and partners of Rede Mocambos, this platform is part of the educational journey practiced by Casa de Cultura Tainã with quilombolas, indigenous, caiçaras and small farmers on digital technological appropriation. Designed to work mainly with rural communities, this free software synchronizes information in a decentralized way from the internet, when available, and/or from the data exchange between people who circulate with the program installed on some mobile device. Its implementation process assumed the dynamics of wanderings across the territories and earned the name "Baobáxia on the Route of the Baobabs" for incorporating the planting of seedlings of the ancient African tree through meetings of technological dialogues. With baobáxia system installed in quilombo Campinho da Independência, as a partner of the network, this research sought to explore ways to identify how the work promoted by the Rede Mocambos, in articulation of traditional communities and public policies, was or was not assimilated in Campinho in its context digital. Started with a bibliographic review on the formation of the internet, the case of the GESAC program for rural areas and the Cultura Viva program, this work also included field visits, interviews, analysis of databases and digital content. With the support of authors who work with social networks, such as Barnes and Bott, and theorists who work with technologies made by technologically marginalized populations, such as Fouché and Eglash, this work is an initial exploration on the theme that involves a multicultural network of people and knowledge in the joint appropriation of common technologies.

Eight years after the establishment of the Rural Environmental Registry (CAR), its capacity to recognize deforestation in private areas in the Amazon is perceived, as well as its potential for the generation of conflicts over land, due to its use as an input to land regularization. Requests to change or withdraw deadlines on the registration phase are constant, maintaining the possibility of accessing credit and not recovering irregularly deforested areas. There is no synthesis on what could be a development paradigm for the Amazon. The large extractive and agricultural capital has a productive and economic perception and perspective on its potential, including bioeconomic production. In this context, there are the disputes over the updating of the Forest Code (CF) of 1965 and the institutionalization of the CAR, which we intend to observe through the articulation of the pluralist approach with the issue of hegemony, in order to consolidate our approach through two large groups linked to the environment, exploration and land use. To consolidate the analysis, we separated our discussion by groups, and considering the proposals of Laclau and Mouffe (2015) using a model proposed and applied by Errejón Galván (2012) and Romano (2018), with interpretative frameworks (SNOW and BENFORD , 1988) we will analyze specific milestones in political discourse. Throughout its execution, the CAR was appropriated by actors from the ruralist bench, and came to be seen as a possible accelerator in the consolidation of irregularly occupied territories. These data can already be seen as the increase in land conflicts identified by the Pastoral Land Commission (CPT) and the increase in deforestation over the last five years (increase of 313%). The overlapping of cadastres with other territorial domains already totals 960 thousand km², including indigenous lands and conservation units. This could also influence new conflicts with land grabbers. In addition, the withdrawal of the deadline for carrying out the CAR opens the door to not carrying out the entire process for environmental regularization, a scenario that is antagonistic to what was expected with the Environmental Regularization Program. Through the analysis of milestones, the control of the ruralist group in the hegemonic dispute was perceived, over what was discussed and tensioned to arrive at changes in the forest code and the introduction of an environmental management instrument. The amendments to the code were influenced by the discourse of legal guarantee on land and expansion of agricultural areas for food production, however, such proposals are not proven based on studies on intensifying production and use of technologies. In the end, all the effort made was aimed at maintaining the status quo of exploration and development of agribusiness. With the previous analysis on the Environmental Licensing System in Rural Properties (SLAPR) and CAR Pará, it was realized that the mapping of rural properties can be guaranteed, however, alone it is not able to reduce deforestation and land grabbing, opening new areas and reduce risks of land disputes in the Amazon.

This thesis aims to understand the peasant insurgency in Rio de Janeiro, in pre-1964, of its forms of resistance and self-organization of rural workers. The analysis focused on the existence of everyday forms of resistance, public resistance and also the use of military violence, present in the armed uprisings that began in 1961. To this end, we analyzed material sources regarding three insurrectional processes that occurred in the sertão of Rio de Janeiro: São José da Boa Morte, in Cachoeiras de Macacu, at Núcleo Colonial de Santa Alice, in Itaguaí and Pedra Lisa, in the city of Nova Iguaçu. In more detail, we also analyzed the resistance and self-organization of the farm workers of Xerém, in Duque de Caxias, an area that stood out for the large number of peasant uprisings during the early 1960s. The peasant insurgency appears in the sertão of Rio de Janeiro from a context of expropriation of lands, caused by public and private institutions, political figures, and other players, which led to the establishment of formal and informal peasant organizations and different ways of claiming the dispossession of lands, and this process of struggles was interrupted with the civil-military coup of 1964.

From the year 2016, small farmers' fairs began to appear in the interior of the Serrana Region. In the small town of Bom Jardim, Cantagalo and Cordeiro, for example, weekly fairs were organized in addition to the more traditional ones, such as the "Nova Friburgo Cooperative", which has been in operation for another 50 years. The present work is part of that context and intends to analyze the Rural Producer Fair in the city of Cordeiro. Recent literature points to the ability of fairs to reconnect producers with consumers and relocate food, showing that they have an origin. So, they revalue the place, the artisan production and show respect for the maturation time of each crop. These are the aspects that we will try to analyze, in order to understand if the Fair of the Cordeiro's Rural Producer is able to contribute to the agricultural diversification of the producers that participate in it. The methodological procedures used in the study will be: bibliographic review, data survey through semi-structured surveys, observation and data analysis.

This dissertation aimed to analyze the repercussions of the changes in urban-rural relations on the eating of farming families in Guapimirim, located in the metropolitan region of Rio de Janeiro, from the interlocutors' perception regarding the feeding of their families. We used the authors Carneiro (1998), Wanderley (2009), and Rua (2005; 2019) to argue for the maintenance of the notion of rural, even if transformed and to break dichotomies and opposition's pairs. We highlighted the most relevant points of flow intensifications between urban and rural in the Rio de Janeiro state and the municipality's main characteristics for contextualization. The research was based on the socio-anthropological approach to food (CANESQUI and DIEZ GARCIA, 2005; MACIEL, 2005; MINTZ, 2001; POULAIN, 2006) and had a qualitative character. We used observation and semi-structured interviews with nine family groups that participate in the municipality's Organic and Agroecological Fair to obtain field data. The main conclusions point to a food composed of items with varied origins, either from their production or purchased at the fair and markets, including fresh, locally processed, and industrialized food. There was no trend toward food homogenization based on industrialized products. Instead, it incorporated some of these items into daily household consumption based on practicality, cost, pleasure, and health. The intensification of flows between urban and rural, especially with the highway construction through Guapimirim, proved to be a relevant vector in disseminating goods to areas with less access previously. However, the most significant repercussions of this process were the improvement of access to mainly public health services and the greater possibility of interactions and construction of networks that promote discussions and reflections on food and healthy eating.

The implementation of environmental policies based on anthropocentric and mercantile visions of the environmental issue has unleashed new disputes between communities and local / national governments throughout Latin America. The case of “páramo” ecosystems (exclusive tropical ecosystem) is special: both for their role in water regulation and oxygen production, and for the provision of different natural assets, which makes them attractive for developing new markets under the current environmental world crisis. Colombia has the largest “páramo” in the world, the Cruz Verde-Sumapaz Páramos Complex, where one of the most emblematic peasant communities of the country's agrarian struggle is located. From the final years of the decade of 1990’s, but with greater intensity after the negotiation and signing of the Peace Agreement between the State and the FARC-EP guerrillas in 2016, there has been a constant attempt to implement several environmental policies in this territory. That situation has been interpreted by the communities as a threat to their peasant way of living. In that direction, this research aims to analyze the advance of the institutional visions of the environmental issue on the peasant way-oflife at the Páramo de Sumapaz, based on the examination of the effects of environmental public policies in this community, and the implications of this process in debates on agrarian issue in Colombia. Starting from the use of qualitative research methods such participant observation, life history and some contributions of “Investigación Acción Participante” methodology and ethnography, the reconfiguration processes of the peasant way-of-life in this territory are studied from the direct experience of ten families (settled within and on the edge of environmental protection areas of the Sumapaz National Park in an extension of six villages), some of its main community and political leaders, and institutional stakeholders (public officials). One of the main findings of this study is the identification of what could be interpreted as a process of sophisticated configuration of accumulation by spoliation that, through the confluence of environmental and non-environmental public policies, imposes a spiral institutional fence on the communities that creates several pressures at different levels and spatialities to induce them to stop being peasants, deterritorializating them and/or deeply transforming their peasant way-of-life in the name of the “sustainable development” of this strategic ecosystem.

Academic researches dedicated to understanding rural youth tend to focus on topics such as permanence, work and behavior, among others. This research proposes an analysis less addressed in studies on rural youth: Consumption and Material Culture. The fieldwork was São Pedro da Serra district, in Nova Friburgo, Rio de Janeiro, Brazil. From interviews with young people living in this territory, we identified four categories, related to consumption and material culture, that matter to them and cross their daily lives: clothing, mobiles, transportation and waste. The interviews also revealed particularities in the way that these rural youth deal with the dilemma of “leave or stay” and how they “dribble”, mainly through internet shopping, the limitations imposed by living far from urban centers, with greater availability of markets. Although it is not possible, within the limits of this research, to reach broad conclusions, we hope to contribute to the construction, in rural studies, of an interest in daily practices of acquiring, exchanging and handling of things.

In recent years the productive arrangement of maize in Sergipe has undergone great transformations and the state has been highlighted both by the expansion of cultivated area and by the increase of productivity. There are a number of important works related to maize, however, the focus has always been on increasing productivity and the possible environmental implications. However, it must be recognized that any productive process involves other appropriate political, social, and institutional dimensions to be addressed and the presence of the food issue in development processes must be recognized. Based on this understanding, our objective with this research is to analyze the transformations that occurred during the last decades in the relations of coproduction established by the family-based farmers of the semi-arid sergipe with the corn and its repercussions, both with respect to the role played by this crop in the organization of their productive systems as well as in their food practices, seeking to identify the factors that converged to a reconfiguration of these relations in an environment marked by a growing expansion of corn monoculture. We will give special attention to couscous, considering that when we approach the characteristics and the relationship between material and symbolic food, we can broaden our understanding of the possible social consequences of a food that has become linked to the global circuits of commodities

The specific objectives were: 1) to trace the historical course of professional education in Brazil from 1909 to 2010, verifying the causes and determinants of the transformations that occurred in this modality of education. teaching; 2) to characterize the Lula government (2003 to 2010), performing management analysis, regarding its ideologies in the promotion of policies aimed at professional education in Brazil; 3) highlight how the policies for professional education of the Lula government impacted the process of organization of federal institutes in the state of Goiás; 4) identify the subjects involved in the process of creation / implementation of the Goiano IF in Goiás and how they participated in the political decisions, the establishment of priorities, the geographical conformation of the rectory and the possible conflicts and tensions arising from the process. This meant investigating the historicity and configuration of vocational education from a perspective of disruption, innovation, as well as from the perspective of continuity and transformation of one school institution into another, whether cultural, administrative, geographical, management, of personnel among others. The new institutionality given to the EPCT Network had its legal framework through Law No. 11,892 of December 29, 2008. It is a fact that the schools of the EPCT Network today have had a dynamic trajectory that has transformed many lives throughout their existence and still promotes significant transformations. For the development of the study, qualitative sources were used, such as: bibliographic research, documentary and interviews with the managers who were leading the schools that joined to form IF Goiano, they are: the directors-general of the Cefets of Rio Verde Urutaí and EAF Ceres; an interview was also made with the political representative of the goiana bench, occupying at that time, the position of senator of the republic and with the secretary of Setec / MEC. Rescuing this past memory was to practice a reflection exercise, it was a way of preserving it, strengthening it and understanding the differences and restrictions of each era. Similarly, it was necessary to look at the subjects who built this story, which are the political, social and economic motivations that determine each period. Another important factor that also motivated us in bringing the discussion in this research, about the changes that occurred in the federal institutes to the Goian context, was the fact that until the present moment, there were no studies with the theme and clipping investigated, hoping thus, having contributed to the documentary record of a story that had not yet been written as intended.

The thesis analyzes the way in which access to food with differentiated quality occurs in the locality of Juazeiro, as a social construction in which the relation between (i) the characteristics of the space (natural, cultural, socioeconomic and political), (ii) food choices (preferences, lifestyles, structural conditions), (iii) the intersection of dynamics with different natures and scales that make up the local food supply, and (iv) the very conceptions of access and quality. The scenario of food provisioning is treated as a complex system composed of interactions between coexisting food systems based on three guiding topics: landscapes, menus and politics. The dissertation seeks to identify, in the dynamics of local actors, the interactions between coexisting food systems: tensions, hybrid forms, complementarities, synergies and possibilities for cooperation. Finally, it is presented some arguments on access to food with differentiated quality, and on the construction of food politics at the local level, based on the logics of justice and food sovereignty. The main thesis is that social participation in political spaces, the valorization of local culture and the formation of networks between organizations are resources used by the actors in the locality of Juazeiro to promote access to food with differentiated quality. In this sense, the valorization of the cultural dimension, together with the environmental and health ones, expresses the fundamental aspects for a social change that increases access to food with differentiated quality, through its association with: a) a sense of belonging to a certain territory or territoriality; b) identification with familiar and historically performed practices; c) a sensitivity through music, traditional recipes, art, poetry, among other artistic-cultural manifestations. These elements, combined with the political engagement of the actors have a leading role in the availability of food with differentiated quality and in elucidating its value in a contextualized way, interconnecting aspects of history, culture and the environment.

Since 2007-08, when the effects and consequences of the multidimensional crisis of capitalism were felt globally (BORRAS Jr et al., 2014), many investors migrated to the already heated extractive sector (agriculture, energy and mineral), due to the so-called “boom” of international commodity prices, started in 2000 (MALUF; SPERANZA, 2013; LEITE; FLEXOR, 2017). This dynamic represented an abrupt adjustment in the global investment patterns that had and still has, as one of the central axes, the purchase / lease of land on a global scale (SASSEN, 2016), forming a phenomenon that was conventionally called Global Land Grabbing, Land Rush and, in the Brazilian context, “Estrangeirização” de Terras (FERNANDES, 2011; BORRAS; FRANCO, 2012; LEITE; SAUER, 2011; FAIRBAIRN, 2015). The magnitude of the investments led to the formation of a “global market for land” (and natural resources) (SASSEN, 2016) that has produced profound changes in the political economy of land and natural resources in the countries of the so-called Global South (MARTINS, 2019) , not only for reinforcing an international division of labor that has long worked out an agro-export and economically and politically dependent “destination” for many of these countries (SVAMPA, 2016), massively displacing the territorial dispute historically circumscribed to the national territory on a global scale ( BORRAS, et al., 2012). Brazil has been identified as the fifth global destination for this type of investment (LANDMATRIX, 2016). Faced with these issues and the complexity of the ongoing processes, the object of analysis of this thesis focuses on the functioning of the current global land market in Brazil, seeking to understand the way in which this market is structured, what are its main drives and the cooperation strategies (and conflicts) with local agro-exporting elites, using the region called MATOPIBA (acronym for the initials of the states of Maranhão, Tocantins, Piauí and Bahia) as a case study. The choice of this region is due to the fact that it is one of the epicenters of large investments by foreign companies, which have been implementing major projects based on the monoculture of soy, corn, cotton and sugar cane, as a priority, and also purely speculative investments that involve powerful financial market players. In addition, this area that has been of great interest to national elites and has been experiencing an accelerated territorial advance led by agribusiness and embodied yet another of the historical cycles of expansion of the agricultural frontier in the country.

Despite the recognition of the political strength of the rural and agro-industrial employers' sectors in defending their interests in the Brazilian National Congress, the literature still lacks research on the action of these classes and social groups in the Federal Senate. We seek to problematize the issue of representation in the Federal Senate by articulating the approach from the notion of class and social group interests with the approach of legislative studies. Our hypothesis is that parliamentarians representing agribusiness have an influence on the decision-making process of the legislature by acting far beyond agrarian and agricultural issues. This broad insertion is based on the very origin and trajectory of these agribusiness spokespersons. We demonstrate that the senators of the Agricultural Parliamentary Front participate and control various spaces of power of the National Congress, such as the permanent, temporary and inquiry commissions, and the internal bodies and councils, interacting and positioning themselves on numerous themes of social life. In this way, they dispute politically and symbolically the federal legislature, the other Powers and society as a whole. We analyzed the indications of their individual amendments to the Union's budget, focusing on public policies and prioritized beneficiaries. We believe that the research contributes to the opening of a research agenda to deepen the question of the representation of the dominant classes and groups of the field in the Brazilian upper chamber.

This research aims to perform a descriptive evaluation of the productive agglomeration of saffron in the municipality of Mara Rosa (GO) seeking to understand, as a central issue, which factors were determining for this municipality to become the largest pole of production of saffron land in the State of Goiás. And as a secondary and not less important issue, from the perspective of local development and socioeconomic inclusion of family farmers we intend to verify whether the actions developed from a Local Productive Arrangement were able to provide improvement in the living conditions of people, as well as contribute to the process of local development. We will work with the conception that the productive agglomerations and the action of the economic, political and social agents involved in this process are focused on a specific economic activity and, in addition, are able to strengthen the collective relations between the actors in this particular place. We will start from the hypotheses that: 1) the productive agglomeration installed in the northern region of Goiás has great relevance in the state supply of saffron and, 2) by promoting improvements in the economic aspect of family farmers in the municipality, with transformations for farmers, the social aspects will also receive influences and possible changes. Starting from the historical trajectory of this saffron productive agglomerate, in Mara Rosa (GO), we will finally seek to understand how the municipality of Mara Rosa has been organizing itself over the years and becoming known as the "capital of saffron". In relation to the methodological procedures, it is proposed for this study a qualitative research of exploratory nature, using deep literature review and secondary data collection, through research institutions, and primary data collection with conducting semi-structured interviews. The case study will also be adopted, so that real situations of the productive cluster of Mara Rosa (GO) can be analyzed.

This thesis deals with the relationship between industrialization and ethnic territorialization of urban spaces of Campo Grande-MS. The intended goal is to show that the industrialization of the state capital of Mato Grosso do Sul (MS), from the 2000s, contributed to the consolidation of ethnic territorialization process of urban space by opening spaces for the workforce native and hence the affirmation of working relationships employed. From the 1990s, Campo Grande witnessed a significant growth of the indigenous population in urban areas, which materialized with the formation of so-called "urban villages", which first opened in 1999 and another three in the next decade. Also, note that the physical occupation strategy of urban space remained an Indian voluntary action, and are realized in "camps" to draw the attention of governmental power to the indigenous insertion conditions in the urban context. In turn, industrialization was also evident from the 2000s, following the national and international expansion dynamics of capitalism. Campo Grande was consolidated in the formation of so-called Polos Business, Municipal Incubators and revitalization of the Industrial Center, in addition to providing support and incentives to other projects around the city. Thus, the thesis is structured in order to show that the expansion of capitalism and its many forms of domination and exploitation, coupled with the power of the state, produce a variety of ambiguous, antagonistic, complementary reactions, etc. One is the territorialization process, also considered as a ethnicization process of the urban environment, which although it is considered as a form of ethnic resistance and change the historical balance of power relations, not without the multiple facets.

In recent decades, Colombia has experienced important changes in agriculture, related to the concentration of land, the expansion of the agricultural frontier, the increased production of crops characteristic of business agriculture, as well as the interest in and acquisition of land by national and foreign actors. At the public policy level, recent governments have made efforts to permit, through legislation, the acquisition or use of public lands by companies. Noteworthy among these efforts is the enactment of the Zidres Law in 2016. These transformations are embedded in international dynamics, which have led to the adoption of the agribusiness model in different countries. This thesis analyzes, within the context of neoliberalism, the expansion of agribusiness in Colombia, through the study of transformations at the productive, territorial and public policy levels. The development of this research relied on the theoretical discussion of hegemony, elements of discourse analysis, and conceptual developments on agribusiness. The historical overview of the agrarian question in Colombia, as well as the study of the implementation of neoliberalism and the changes brought about in agriculture, which have deepened in recent years, suggest a dispute over hegemony in agribusiness. This has intensified, mainly as a result of the peace agreement signed between the government of Juan Manuel Santos and the FARC-EP guerrillas, which included the agenda of the Comprehensive Rural Reform, and gave prominence to the peasant economy and the democratization of land.

In 2012, mining company Vale obtained the prior license from the State to start the installation of the largest iron project in its history, the S11D Project. The process of this process was marked by an international situation of instability in this market, after the great boom of the first decade of the 21st century, before which Vale responded with the emergency to increase the scale of production, to compensate for the fall in price, and the possible way for that, was in the exploration of the Serra Sul in Carajás. In Brazil, there was a period favorable to the implementation of the project, with the State leading a model of economic development based on exports of commodities, to reverse part of its profits in social policies to reduce poverty, thus managing to guarantee a hegemony of the bloc in power. Vale was not only part of this bloc, but also counted on the direct involvement of the State in its accumulation process, to the extent that, even though it was a private company, it still had significant State ownership power. These elements ensured the a priori alignment of the company with the State due to the S11D project. However, the impacts of this project on the territory, generated conflicts that complexified this relationship, imposing the mediation of an entire administrative bureaucratic apparatus, which, however much it represented a dominant reproductive structure, was crossed by the class struggle. In this sense, the main objective of the thesis was to unveil the State's actions, given the interests of territorialization of the Vale company, in the implementation of the mine of the S11D project in Canaã dos Carajás. It was identified in the environmental and agrarian conflicts around the project, the movement of the State acting in two ways. In the impacts of the project on Flona Carajás, the existence of environmental legislation that guided the action of the state bureaucracy, managed, in a way, to shield the licensing of the pressures coming from superior spheres of the state political power. In the case of the social impacts related to agrarian conflicts with the company, there was, to a large extent, an absence of a regulatory framework, making institutional tensions less noticeable, because state actions were almost all driven by the conflicts between Vale and the affected population, which it was at such unequal levels of access to the State. With this thesis, we sought to show the balance of class power within the state, even when it was conducted by a popular democratic government. It also allowed us to understand Vale's strategies to dominate the state structure and put it at the service of its interests, and, finally, the role of social struggles, which even in the face of the state's refractory character, I managed to impress on it, its victories.
