  • The present study seeks to analyze Sino-Mozambican cooperation and the role of megaprojects in the territorial development plan of Mozambique between the years 2000-2020. The work collaborates with an analysis of China's strategic role from the perspective of strengthening Mozambican infrastructure and uses the hypothesis that policies based on megaprojects can act as an engine for regional development. The research sought to answer the question: could it be thought that Chinese investments in the construction of infrastructure megaprojects can act as drivers of economic growth and support productive and social development in Mozambique? To answer this question, an applied and descriptive methodology of literature review, collection, compilation and data analysis was used.

  • This Thesis addresses the constitution of landscapes and territoriality characterized as the Sertão Cearense, having as a spatial cut the Metropolitan Region of Carir (RMC), south of the State of Ceará. It is assumed that this backcountry territory is different from what is constantly understood and exported as sertão, regarding its landscape, environmental and cultural aspects. The symbolic territoriality of the sertanejo has been widely explored in the established regionalist works by authors such as Raquel de Queiroz, Eloy de Souza, João Cabral de Melo Neto and others, acting as disseminators of the, almost folkloric, northeastern migrant character and the sertão as a space of hunger, aridity and misery. Thus, concepts approached by Milton Santos are broadened, for which the landscape is a set of forms that express representative inheritances of the localized relations between man and nature; The definitions of deterritorialization and reterritorialization, proposed by Rogério Haesbaert, are related, in terms of appropriation (of space) as a way in which a group of people uses the land, experiences life and gives it meaning; and the symbolic meaning and valuation sense of the place is also incorporated, as discussed by Marc Augé and Yu Fu Tuan, who state that territory is an expression of dominance and power. Methodologically, it begins with a literature review approaching the concepts of territory and landscape and relating them to the characterizing of sertão. A historical overview of the Metropolitan Region of Cariri is carried out, raising historical, geobiophysical and socio-spatial aspects, based on official data. The research is complemented with a morphological analysis in the macro scale of the RMC, the mesoscale of CRAJUBAR, and microscale, focusing on the city of Nova Olinda; in order to guide the debates on the connections between territory, ways of life and meanings, in the formation of the countryside landscape in Cariri. Discoveries arising from visits and field surveys and the interactions and interviews with residents of the region are presented; and social cartography workshop interweaving the results obtained. This document is divided into four chapters: contextualization of the analysis region, theoretical discussion, methodological aspects and discoveries and results. It concludes the existence of a thriving and diverse hinterland, in constant movement, a scenario of life and cultural production.

  • The research intented to analyze the performance of groups of mothers and relatives of victims of state violence for political advocacy. Family movements are organized based on mourning to seek justice for their dead, reparation and the right to memory. They are affected by structural factors that make specific territories and population groups more vulnerable to the tragic effects of structural violence. Using data triangulation as a method, analyzes of official data on urban violence were carried out, as well as the socioeconomic costs arising from public safety strategies adopted in recent decades, interviews with members of organized groups of relativies and a bibliographic review. The research focused on how families, especially the mothers of victims in the city of Rio de Janeiro, articulate in a network to influence  the creation or modification of public policies aimed at areas such as security, work and income, education and social assistance. Strategies for using the media, participation strategies and strengthening representativeness in spaces of power and decision-making are also highlighted.

  • The communities and territories formed by descendants of quilombolas constitute spaces of resistance and historical affirmation, through the continuity of the occupation of territories and the maintenance of cultural practices founded by fugitive slaves from the fields and spaces of forced labor that marked the slave system brazilian. Supported in interest by the contemporary reality of these territories, we direct our analytical gaze to the construction of this research work that presents as a study object the Quilombo Cafundá Astrogilda - located in the Vargem Grande neighborhood, in the city of Rio de Janeiro, where the hypothetical-deductive investigation method and participant observation were used, as well as the collection of data carried out through semi-buried interviews whose central purpose was to capture the subjectivity of the perceptions of the comuneros about agriculture and their unique relationships with the earth , with the aim of locating the remaining cultural ties between the founding ancestry and the current remnants of the Quilombo. The results achieved confirm an intimate relationship between the remnants of the Quilombo and the land and with sowing and management practices aimed at obtaining healthy products for their own consumption or for exchange within the community. There is also a concern for the relationship of the new generations with agriculture and with the activities of the earth as a whole. There was an interest in maintaining the cultural ties of the current quilombola community and its ancestors, with an interest in preserving the practices and knowledge of the ancestors. Through the speeches of the participants, it was possible to identify the relationships between the uses and customs with the dynamics of resistance and quilombola identity within contemporary society.

  • This work proposes to study feminicide from the perspective of the Baixada Fluminense territory in terms of how territoriality influences in the practice of feminicide crimes in the region. As introduced by Lagarde (2006), feminicide is the homicide of women based on their gender in a context of political-social-institutional negligence. The objective of this study is to associate femicide with the territory, presenting possible correlations with regard to the content of the crime through the analysis of data from the Public Security Institute of Rio de Janeiro and reports of femicide crimes in the Baixada Fluminense region, considering the concept of femicide, the relationship between victims and defendants and how this crime is marked in the Baixada Fluminense. The work will be divided into four parts: the contextualization of the theme and why this legal category should be studied in the region; the second will be about the concepts involved with national policies on violence against women and femicide; the third relating femicide crimes to the region; and the fourth will be with the results of the analysis of the reports and public data, presenting the profile of the victims in the Baixada Fluminense: young black and brown women, who have their lives brutally taken away within the scope of a marital relationship within the domestic environment.

  • The implementation of the Petrochemical Complex of Rio de Janeiro — COMPERJ, considered the largest individual enterprise in the history of Petrobras, in 2008, figured as an opportunity for economic growth and territorial development in the eastern metropolitan periphery of Rio de Janeiro, especially in the municipality of Itaboraí, who received the project. The projected perspectives led to a dynamic development of the real estate market and the city's commerce, which began to include large works that alter its built environment. However, from 2015 onwards, the until then promising expectations gave way to a scenario of demobilization of investments, from the onset of a political and economic crisis that undermined the foundations of this undertaking, making its implementation unfeasible. Strategic changes announced by Petrobras in 2018 led to the reorientation of the original project, which was renamed Polo Gaslub, converting the Petrochemical Complex into a Natural Gas Processing Unit — UPGN, currently scheduled to start operations in 2024, after delays in its construction. Based on this assumption, this research intends to present the transformations in the real estate dynamics of the municipality of Itaboraí promoted by COMPERJ, between the years 2008 and 2019. It brings a more current perspective to, specifically, characterize the socioeconomic context of the municipality, find out how the real estate projects built at that time and the respective local business community were affected by the interruption of COMPERJ, as well as identify the current and future perspectives for socioeconomic development in the municipality from what is now Polo Gaslub. Methodologically, this is a study with a basic purpose and exploratory and descriptive approaches, with primary data collection, semi-structured interviews aimed at managers of real estate projects, the local business community and the municipal departments of planning, economic development and of social development. Data analysis proceeded in a qualitative manner, using the Iramuteq software as a complementary instrument. The results pointed to the permanence of a stagnation scenario, with deterioration in the socioeconomic indicators of the municipality of Itaboraí from 2015, low occupancy of commercial properties and real estate units, in addition to the difficulties faced by the local business community in the daily practice of their businesses. There was a positive perspective for the future of the municipality in relation to Polo Gaslub, despite uncertainty regarding its implementation. It is expected to demonstrate the relevance of considering the inseparability of the conceptions of development and sustainability in the face of the consequences triggered by the non-consolidation of the enterprise as expected, at the local scale.

  • The search for high quality protein sources at an affordable price for the consumer has made poultry farming to develop significantly in Brazil. In the state of Rio de Janeiro, the Municipality of São José do Vale do Rio Preto, composed of approximately 22 thousand inhabitants, located in the Mountain Region of Rio de Janeiro, is the largest poultry producer in the state. At the beginning of the 20th century, the territory that today comprises the municipality of São José do Vale do Rio Preto, was made up of large coffee farms, which encouraged the use of slave labor in the region. With the abolition of slavery, coffee farms became the main economic source and generator of most jobs in the territory. However, the 1929 crisis and the drop in coffee sales prices were responsible for the design of economic disruption and misery for a long period. Thus, the need to identify new possibilities and cultures for the farms in the mountainous region of Rio de Janeiro became necessary, and in the 50s the exponential growth of poultry farming was observed, bringing great economic and social transformations, even allowing the title of "Latin America's largest poultry hub". Currently, the municipal production chain includes two hatcheries, dozens of aviaries, where animals grow and develop, and six slaughterhouses, which alone generate more than two thousand direct jobs. Chicken production is directed mainly at the so-called “bakery chicken”, or light chicken, which is sold in small establishments, such as bakeries and grocery stores, supplying the mountain region and Greater Rio. Data from the 2017 Agricultural Census show that family farming is the basis of the economy of 90% of Brazilian municipalities with up to 20,000 inhabitants, guaranteeing the income of 40% of the country's economically active population, and of more than 70% of employed Brazilians in the field, therefore, being a guarantor of the Brazilian diet. In this context, the objective of this study is to identify the importance of poultry farming for the Valeriopretan population, as well as to verify the existence of public policies that enable its growth, in order to favor sustainable territorial development.

  • The Municipality of Seropédica/RJ need to review its basic instrument of urban development and expansion policy, the Master Plan - PD - as determined by Federal Law N° 10.257/2001 – City’s Statute - and, consequently, it will be necessary to establish urban indices for the regulation of land use and occupation. The present study sought to analyze the factors inherent to the urban indices of Seropédica and to parameterize them based on (i) a systematic reading of the municipal territory; (ii) the establishment of guidelines and objectives for the solution of the problems, identified in the reading of the territory, through the urban indexes and; (iii) carrying out urban simulations (application of these indices in the territory) for their validation regarding the achievement of these objectives. The study identified 24 factors that influence the urban indexes of Seropédica that were parameterized and projected in the municipality.

  • The economic-productive agglomerations, in particular the Local Productive Arrangements (APLs), are one of the main tools to encourage development, with successful experiences in several places in the world, such as the “Third Italy” and the “Silicon Valley”. where public policies to encourage the creation of APLs provided great local development. However, this development strategy needs to be aligned with the specificities of each territory, creating a well-structured local social management logic and aligned with the current multidimensionality of the concept of development, that is, it must respect democratic and social precepts, and to environmental, economic and social issues, characterized as Sustainable Territorial Development. In Ilha Grande-RJ, the natural, cultural and geographic predisposition created a territorial configuration conducive to the development of tourist activities, which moves an entire local and regional economic chain. However, there are some challenges for this activity, such as the preservation of the environment, territory, culture and the traditional communities that live there. Therefore, the objective of this work is to analyze the local productive arrangement of tourism (APLTur) of Ilha Grande, Angra dos Reis-RJ from the multidimensional perspective of territorial development and tourism potential, aligned with the concept of environmental sustainability, that is, the conceptions of harmonious and sustainable territorial development. The objective is to verify to what extent and how the activity of the APLTur of Ilha Grande influences the sustainable territorial development of the place, in the social management of the local organization with regard to the APL and to characterize the potential and the existing tourist attractions in the locality. The methodology used was structuralist, seeking to elementary the visualization of a real situation, and was constituted from the accomplishment of bibliographical, documental and historical review on the main theories of development and its unfolding over time, of the theories and methods of analysis of the tourist potential and, subsequently, in field research in order to collect data about the referred productive agglomeration, and the existing level of social inclusion. The results showed that the Ilha Grande APLTur has a very high potential for development, and generates a large amount of income, but the low presence of public policies, plans and projects to encourage social organization and environmental protection, end up excluding a portion of the population economically and socially, in addition to harming environmental sustainability.

  • The research aims to analyze the Policies to Combat Violence against Women in Brazil since the turn of the century. It is assumed that despite the advances, such policies fall short of immediate demands. The research uses bibliographical and documentary research, whose data are analyzed qualitatively. After data collection, a mapping was carried out, using the main crime rates of violence against women, in accordance with the policies for its confrontation. The 2030 agenda related to the topic is used as a desirable goal to be achieved and as a parameter for analysis. In the context of this research, we sought to establish a relationship between current male behavior, where it was observed that the feeling of ownership and power over women, wives, girlfriends, dates back to the Brazilian agrarian sociability of the Sugar Cycle, between the mid-19th centuries XVI and XVIII, since when violence against women is perpetuated, influencing their way of life and modifying their habits and routines, or fear of their aggressors, due to insecurity and absence of the State. In the review, some variables were shown to be relevant to increase the risk of women's exposure to violence: urban spatial organization, lack of access to education, unemployment, alcoholism, drugs, low education, and the absence of coping and welcoming services. these victims in some regions of the country. Brazil has significantly reduced homicides of women, since the creation of the Maria da Penha Law and the Femicide Law until now, but it is evident that the violence that affects Brazilian women is growing significantly. This worrying scenario points to an unpreparedness, neglect or omission of the State with public policies for reception, prevention and confrontation of violence, especially due to the low investment in this type of public policies, in the last four years of government. Which in this sense corroborates the need for greater dissemination and discussion on the subject, in order to favor a better qualification of the police agencies responsible for the care and protection of these victims. What we can conclude from the study is that the practice of a solid public policy to combat feminicide, combined with greater investments, may be able to significantly reduce crime rates. However, the experienced conditions of insecurity currently observed in the country, where policies have unsuccessfully sought to solve the problems of violence and the fight against feminicide in the short term, or, when an alternative project is aimed at raising awareness and reducing the problem do not have the necessary minimum resources or political will to guarantee its implementation. The data prepared by the indicators on violence against women collide, among other circumstances, with the underreporting of cases of violence suffered by women, as well as with the absence of specific national surveys related to violence.

  • This research analyzes the issue of urban mobility in the periphery, through the study of the municipality of Seropédica verifying the supply, quality and efficiency of public transport and how this situation reflects on the life of the academic community of the Federal Rural University of Rio de Janeiro (UFRRJ) and the local population, who need to make this displacement daily, as well as public policies focused on mobility and transport affect people's lives. The time frame for this analysis is part of the process of university expansion - REUNI - Support Program for Restructuring and Expansion Plans of Universities We consider for analysis of the process of university expansion of UFRRJ, over a decade the period 2009-2019. Due to this expansion there was a significant increase in the circulation of people in the municipality in question, with the expansion of vacancies and the creation of new courses. The displacement, above all, in the cities, as well as the resources invested be they economic, spatial, temporal using public or private transport generate considerable impacts on the quality of life of people, in such a way that transport was added as a fundamental right through Constitutional Amendment No. 90 of 09/15/15, which amended article 6 of the Federal Constitution. This work seeks to identify how the University can present reflections and solutions to this problem that affects the quality of life of the community and present proposals for its well-being.

  • The research has as object the domestic violence against women in the territory of the city of Rio de Janeiro. It starts with the analysis of the perspective of public policies in the city of Rio de Janeiro, regarding the autonomy of women in situations of domestic violence. We consider the impacts that public policies are capable of producing on the physical, emotional and financial autonomy of women who have suffered domestic violence. We start from the literature on patriarchy, gender violence and domestic violence to confront, then, the interpretative and enforceable limits of legislation and policies on the subject. As an analytical locus, we undertook a case study in public facilities for assistance to victims of domestic violence based on the three forms of delimited autonomy, being carried out through bibliographical research and interviews. The research approach is qualitative, although supported by quantitative instruments and techniques. The results were treated through content analysis, which indicated the disarticulation of policies due to the fragility in the integration of equipment and the permanence of localized policies that do not cover the entire territory, failing to reach a significant portion of the female population of the city.

  • This dissertation sought to evaluate the framework of public policies associated with the management of impacts caused by extreme weather events, using as a case study the municipality of Nova Friburgo (RJ), where an extreme weather event occurred in January 2011. The urgency in evaluating and implementing public policies implemented for the prevention and response to extreme events is highlighted by the negative effects of climate change that have already occurred in several regions, including the mountainous region of the state of Rio de Janeiro, where we already feel an increase in the frequency and intensity of climatic events such as that of 2011. Thus, in this study, we sought to investigate international guidelines, national, state and local laws, as well as the effects of the municipal master plan of Nova Friburgo and preventive measures related to the reduction of disasters caused by from extreme weather events. Likewise, qualitative field research and photographic survey were carried out to seek results regarding the current policies of reduction, management and response to extreme climatic events and whether the urban planning of the municipality considers these issues. We obtained some products from this research, such as the confirmation that the municipality of Nova Friburgo has a Contingency Plan for extreme rains, as well as a decree regarding the risk of mass movements. However, there was no revision of its Master Plan that would consolidate resilient urban planning policies. We also identified that there is a weakness in cooperation and implementation of public policies at the regional level, which weakens the measures that municipalities take independently. To overcome this issue, it is necessary for the federal spheres of government to design programs that include the development of policies to prevent extreme events, strengthening all parties and reducing the negative effects of new events. Thus, benefiting a joint action of the region's municipalities, which suffer from the same adversities in relation to the risk of natural catastrophes.

  • This master's research analyzes the implementation process of the Technical Assistance in Social Interest Housing (ATHIS) policy in Petrópolis, RJ, in view of recurrent climatic phenomena - torrential rains that cause material losses and deaths - whose consequences are mainly felt by the most vulnerable population that inhabits the slopes that characterize the landscape. It takes into account the existing dualities in the “Imperial City”, opposing the historical urbanization of strong tourist appeal and with great economic dynamism, due to the presence of the industrial and technological sector, with the situation of the parts of the city composed of informal settlements on the slopes and floodplains of rivers. It seeks to understand the extent to which planning faced the housing deficit and the quality of self-built houses, which have multiplied and expanded in the last thirty years. Public housing policies and the production of large-scale housing complexes are critically analyzed, for reproducing inequalities and territorial segregation. The process of implementation and application of the ATHIS policy – approved in May 2022 – is followed in political instances, and it appears as an alternative way of tackling the local housing issue. As a methodology, the state of the art of social housing at the national and municipal levels is reviewed; a contextualization of the municipality and analysis of the physical-spatial, socio-environmental and socioeconomic aspects are carried out, with application of the landscape units method, to define the cutouts to approach the scale of the neighborhood. The community chosen was 24 de Maio, a consolidated occupation treated as a case under analysis and one of the most affected by the damage of the last rains of 2022. Field visits, interactions and application of interviews were carried out with social actors and institutional agents, for recognition of the real situation faced, their demands and their insertion in relation to the technical assistance policy. The results indicate the pertinence and importance of the ATHIS Law as an alternative to face the housing issue, with the main focus on the permanence of residents and decent housing.

  • This research seeks to analyze whether the effects arising from the economic growth of the municipality of Itaguaí-RJ, from the implementation/expansion of mega-projects, managed to promote development and improve the living conditions of the population, through the guarantee of income through the promotion of the job. It starts from the assumption that the changes resulting from economic growth were not enough to promote better living conditions for a large part of the population. For that, the variables economic unemployment, and demand for social benefits of income transfer by the population, were used. It is noteworthy that income from work is the main source of funds for individuals who only have the labor factor in the market economy. According to the 2030 Agenda of the United Nations (UN), decent work is of great importance for achieving sustainable development. Thus, in line with the precepts of the aforementioned Agenda, the achievement of two goals set out in the list of Sustainable Development Goals is investigated: decent work and the eradication of poverty, as desirable goals, in the municipality of Itaguaí-RJ. Methodologically, this research has an inductive and quali-quantitative approach, as it seeks to answer the research question from previous investigations, and secondary data base to carry out a critical analysis of the research problem. In this way, the methodology involved a bibliographic review and research on socioeconomic data made available by official sources. The triangulation of these methods for the analysis of the results made it possible to confirm the assumption of the research. The specific objectives are: 1) to briefly discuss and analyze the historical evolution of  the municipality of Itaguaí-RJ in relation to its economic, social and territorial aspects since its configuration as a municipality until the installation and modernization of mega-enterprises comprising such transformations of economic activities; 2) analyze the scope of the targets proposed by the 2030 Agenda regarding poverty eradication (SDG-1) and decent work and economic growth (SDG-8) in the municipality of Itaguaí-RJ, as desirable targets. It is hoped that this research can contribute to society, by adding to the debate about development. As a result, since the municipality of Itaguaí/RJ is a disputed territory, and starting from an understanding of the effects of globalization and wealth, especially in terms of the process of exclusion of the less favored classes from the right to decent work, the research demonstrated that industrialization occurred in the municipality has primarily favored the logic of capital concentration of wealth, and has not been able to establish guarantees and income security, via work, for a large part of the population of the municipality.

  • The present study aims to analyze the role of the BNDES (National Bank for Economic and Social Development) between 2002-2022, with emphasis on the Bank's performance as a financier in the electricity sector and the relevance to Brazilian development, in order to understand how the measures adopted by the Brazilian Federal Governments during the aforementioned period, directed the Bank to play different roles - the BNDES, as a transforming agent is activated in accordance with government initiatives, according to the strategies and contingencies of each context. In the period between 2003-2016, after a wave of privatizations in the 1990s and electricity rationing – energy containment after an intense crisis in the sector, resulting from the lack of planning and the need for quick government action –, the BNDES was the main financier of the resumption of growth in the electricity sector through the project finance model. From 2016, after the change of government, the Bank changed its performance again and resumed the privatization guidelines.

  • The general objective of this dissertation is to analyze the performance of the Municipal Social Assistance Council of Itaguaí-RJ (CMAS/Itaguaí-RJ) regarding the formulation and supervision of the local social assistance policy, bearing in mind the assumption that there is a lack of action by the representations of civil society to pressure to meet the demands of the population. The 1988 Constitution of the Federative Republic of Brazil establishes, on a legal level, the Council as one of the main instances of participation and social control in the country. But, considering that the Councils are instances legitimized by the State, and that they are inserted in the context of contradictions in the process of reproduction of capital, the study has the following specific objectives: to understand the role of civil society in the CMAS/Itaguaí-RJ and to evaluate the effectiveness , advances and challenges of CMAS/Itaguaí-RJ in monitoring the local social assistance policy. Thus, the research qualitatively analyzes information and documents from the CMAS/Itaguaí-RJ, from 2016 to 2020, and relates them to the bibliographical research on the themes of social participation, social control, advice and social assistance policy. The results showed a significant demand for inclusion of the Itaguai population in the social assistance policy, with 30% of the total number of inhabitants included in the Single Registry (CadÚnico), which is a requirement for access to various programs and services of this policy. On the other hand, it evidenced a meager execution of federal resources destined to local politics. This contrasts with the structural weaknesses (infrastructure, material and human resources) for the execution of the service. The research identified: i) strong centralization of agendas and decisions in the public power, ii) a pro forma role regarding deliberations in council meetings, only to guarantee a minimum agenda or meeting registration for formal purposes; and iii) absence of governance processes. The study points to the need to sensitize the population in general regarding the understanding of the role and strength of civil society in this space, in order to qualify its performance in favor of the local social assistance policy. The research also suggests greater qualification of councilors on social assistance policy and dissemination and decentralization of meetings as strategies to increase social participation in the Council.

  • The idea of Rural and Urban as opposing spaces loses its linear aspect as, with capitalist development, there is an appropriation of “countryside” activities, with a physical and ideological expansion of urban characteristics that begin to permeate the countryside. It is a movement of resignification and recreation of space that is unevenly integrated and at different scales, marked by a pluriactivity, which highlights the complexity of these territories, leaving behind this classic spatial separation based on productive sectors. This new logic ends up causing the insertion of these new actors in rural areas, which are directly responsible for a change in paradigms previously established in rural areas, both in the social and economic spheres. Diversification of activities, changes in local production models, innovation in rural development alternatives and primarily local pluriactive development, are some of the great contributions if not brought and or reinforced by these new rural areas, which ended up bringing a revaluation of rural specificities, while they inserted capitalist urban logics into this territory. Therefore, these no-rurals can be characterized as people who, inserted in an urban logic, even if they do not come from it, decide to migrate or return to rural areas, to produce and reproduce there socially. Entering the countryside without completely abandoning the urban, these new agents originate new experiences and add values and meanings through this exchange of lives and the social relationships that are established. This process is growing in the rural territory of Rio de Janeiro and in the city of Maricá, a place where municipal public policies seek to revive local rural development.

  • The dissertation presents Urban Land Regularization – REURB: the Municipal Scripture Fácil Program, in the municipality of Volta Redonda, state of Rio de Janeiro. Scripture Fácil was designed as a service aimed at informal urban centers consolidated within the municipal legal context, such as: Santo Agostinho, Santa Cruz, Ilha Parque, Açude and Vila Rica – Três Poços, based on the Land Regularization Law (Law No. 13,465 /2017), through land legitimization. The city hall would make the Certificate of Land Regularization (CRF) available, through registration and engineering and architectural design, for subsequent request for the deed at a notary's office. The Program was initiated in October 2019 by the City Hall, under the then administration of former mayor Elderson Ferreira da Silva (known as “Samuca Silva”), however, the Program only lasted a few months, with several registrations carried out, generation of registrations real estate agencies and IPTU collection, after January 2020, there was no continuity in collections and registrations were inactivated. Regarding the research methodology, it is qualitative and exploratory-deductive in nature, in addition to all the bibliographic, documentary and legislative information present. The research includes interviews: a participant in the Program; a leader of the housing movement in Volta Redonda and a city hall employee, who answered 12 questions about land regularization and the Easy Scripture Program. The analysis carried out in the research intended to contribute to the generation of bases for future propositions of guidelines, planning and development of actions and public policies for land regularization in Volta Redonda, since Escrito Fácil was extinguished in a short time, being a failure and understood as a electoral politics.

  • This research aims to investigate the socio-spatial segregation in the Rio de Janeiro Metropolitan Region (RMRJ) between 2010 and 2022, from a racial perspective. The analysis starts from the need to understand the social formation that contributed to the occupation of unequal urban space, its dynamics and the standard of housing in the region. it is supposed that in the RMRJ socio-spatial segregation reiterates an unequal structure of opportunities when considering the racial aspect, when combined, mainly, to variables demography, housing, work and income, education, and violence. Initially, aspects related to the development of regional in Brazil and metropolitan management, due to its influence on the urban configuration, distribution of resources and perpetuation of inequalities. Furthermore, they addressed to aspects related to the formation of Rio de Janeiro's urban space and the constitution of areas of socio-spatial segregation. Through an empirical approach, were analyzed, qualitatively, racial inequalities according to the variables: demography, housing, work and income, education and violence  and their relationship with socio-spatial distribution of the black population in the RMRJ. It was found that the regions with the highest concentrations housing precariousness are mostly occupied by black people, in addition to the indication that in the Baixada Fluminense the distance from the metropolis influences this degree of precariousness. Furthermore, the results of the analyzes indicated that there is a relation between race and place of residence as a criterion of selectivity regarding the social mobility. Thus, it was possible to confirm the assumption of the research.

  • This study broadly explores the capital’s process of interiorization and its impact in Brazil’s regional development, tracing a timeline that encompasses several historical events and relevant initiatives. Since the beginning of the country’s history, the plan to transfer the capital to the midwest region, towards the pursuit of unification and development in the territory, had already been manifested. The historical trajectory starts in the eighteenth century with notable figures, who signaled the interest in decentralising the power and promoting a more equitable development, highlighting the necessity to expand the central government to the midwest. Nevertheless, the consummation of this aspiration only became concrete at the end of the fifties, under the leadership of Juscelino Kubitschek, with the construction of Brasília. This period was remarkable for the monumental struggle to transform the central plateau in a functional and modern city in a five year deadline. Furthermore, the study addresses the creation of the "Integrated Economic Development Regions"(IEDRs) as a contemporary strategy to promote regional development. These IEDRs not only coordinate efforts, but also define fundamental concepts, such as economical growth, economical development and regional development, enlightening legal aspects involved with its creation. Concrete cases, including Teresina, Petrolina-Juazeiro, the Federal District and its surroundings, exemplify how such initiatives contribute to stimulate economic growth and the sustainable development in historically less developed regions.

  • This research is conditioned to understand the dynamics of the city, here anchored to the municipality of Itaboraí - Rio de Janeiro, linked to its present urban infrastructure conditions. And on the urban structure conditions of this municipality, we identified a number of 80.71% of its roads without paving, this added to the installation of the Petrochemical Complex of Rio de Janeiro, in 2006 in this municipality, as the largest enterprise of Petrobras. The imbalance between the advancement of the economic sector, and the backwardness of city structures, made us question both “underdevelopmentalism”, as well as the “capitalist production of space” and the “right to the city”, as representative theories of the constituent elements of urban logic from Itaboraí. Therefore, this work is part of a dialectical construction under a sui generis concept of development – seeking to point theory and methodology to a construction of intersection between data and theory.

  • In 2018, the first tower of the housing project called Complexo Júlio Prestes was delivered, derived from the Public-Private Partnership (PPP) Housing under the responsibility of the Government of the State of São Paulo. The PPP proposal is aimed at bringing new residents to the central perimeters of the city, promoting revitalization processes in spaces considered degraded by the construction of housing of social interest for the low-income population. The Júlio Prestes Complex was built in the Campos Elíseos neighborhood, located in downtown São Paulo and known for being located in the “Cracolândia” area of influence. The present research sought to understand the impressions of these new residents about urban livability, expressed by the perception of issues related to the surroundings of the Complex and the housing unit they came to occupy, and to capture the changes in the living conditions of the beneficiaries of this housing program. To this end, a mapping of the characteristics of the territory and of the spatial transformations occurring in recent years was carried out, in addition to an analysis of the beneficiaries' perceptions through the use of questionnaires, interviews and field visits. The results indicate a satisfaction regarding the housing unit and the financing structure, but negative evaluations on the surroundings of the Complex, prevailing a feeling of urban insecurity and the emergence of disputes in the appropriation of the territory among the residents of the Complex and the local population.

  • Among the innovations brought by the City Statute (EC), the Neighborhood Impact Study (EIV) is one of the instruments created to face urban problems and which aims to prevent the implementation of projects or activities that may cause damage and degradation to the urban environment and the neighborhood. The EIV, in general, is concerned with the urban order, the socially fair and environmentally balanced use of the city, with the urban population having an important role in local urban planning. That said, we sought to ascertain to what extent the EIV regulation in the municipalities of Niterói, Maricá and Itaboraí has been effective, meeting the requirements of Art. 37 of the EC. It is a bibliographical research, which is characterized in terms of nature and approach as qualitative, and in terms of objectives as exploratory. We use the floating reading technique to analyze the information contained in the bibliographic and documental material. According to an initial survey, only eight of the twenty-two municipalities in the Metropolitan Region of Rio de Janeiro have already created specific legislation on the EIV, while twelve municipalities mention the instrument in their master plans, and in two municipalities there is no legislation or mention of the EIV in the master plan. The state of knowledge reached from the analysis of bibliographies, legislation and reports, demonstrate that the EIV is still little known by the population and that, even in municipalities that already have specific legislation on the instrument, access to their respective reports is not feasible.

  • The present work proposes to take a look at urban mobility and accessibility in the municipality of Nova Iguaçu-RJ, seeking to understand what has been the impact of the provision of the municipal collective public transport service, composed mainly of buses in the case of the municipality, in the process of social inclusion and in guaranteeing the right to the city for people with disabilities. Considering the entire history of struggle of these individuals and the scrapping conjuncture that characterize public transport in most Brazilian cities, it is assumed that this service, in Nova Iguaçu, has operated against the principles that guide debates on inclusion. , mobility, accessibility and guarantee of the right to the city for people in situations of social vulnerability and, in particular, for those with disabilities. Seeking, therefore, the answers to this question, it was sought, first, to know the theoretical framework that served as the basis for the discussions of the proposed themes, namely: mobility, accessibility and the right to the city. Subsequently, an examination of public policies aimed at people with disabilities and urban mobility was carried out at the three levels of government - federal, state and municipal - in order to know what the public power has done and is doing for the benefit of the public. this segment of society. Then, a characterization of the municipality of Nova Iguaçu was carried out, examining its history; their socio-spatial formation; land use and occupation; the location of basic public services and equipment; the area covered by the public transport service; and, within this context, the spatialization of people with disabilities in the municipality based on the most current data available, obtained by the 2010 Demographic Census, carried out by the Brazilian Institute of Geography and Statistics. Finally, and in a complementary way, we sought to know the perception of people with disabilities who use collective public transport in the municipality. In this sense, questionnaires were applied with the help of the Google Forms tool, hoping that the answers obtained would bring more detailed information about the operating conditions of the service. As expected, in addition to the results helping to clarify the concerns that motivated the study, they also revealed a series of interesting situations about the daily lives of these people, such as the case of mothers of children with disabilities who, despite having the right to free access, choose not to use collective public transport so that their children do not suffer embarrassment. In general, Nova Iguaçu has a partially adapted bus fleet that covers a good part of the territory. In addition, it was possible to verify that there are public policies aimed at people with disabilities in the municipality, some even with excellent proposals. On the other hand, there are a series of improvements that need to be carried out in the city's mobility system to make urban environments and municipal public  transport accessible, in addition to many actions that urgently need to be implemented.

  • The Sepetiba Bay Sea Technological Pole (PTM-BS) project is directly related to the implementation of the Nuclear Submarine Base by ICN in Itaguaí. The reference is the Pôle Mer Bretagne Atlantique from France. This model, with the aim of mitigating socio-environmental impacts, resulted in the configuration adopted in Brazil and developed by by the Naval Complex of Itaguaí, with the support of Vale, Porto Sudeste, Pro Natura and Nuclep, in which part of the mega-projects of the Bays of Sepetiba and Ilha Grande. The PTM-BS project is at the beginning of the implementation process, therefore, the present dissertation proposes to analyze scenarios, through the parameters of technological innovation, PTM-BS financing and the social organization of the territory. Considering the probabilities of evolution of the parameters and the expectations of the actors that are and may be involved in the PTM-BS. For the construction of the scenarios, bibliographic, telematic and documentary references were used, for example: scientific articles, dissertations and academic theses, as well as websites and documents from socio-environmental organizations and public institutions, as well as materials resulting from extension courses, workshops and debates of the Teaching, Research and Extension Program in Territorial Development (PEPEDT). PEPEDT was established at UFRRJ with the aim of supporting the BIG Collegiate, giving continuity to the Sustainable Rural Territorial Development Policy (PDTRS) of the Ministry of Agrarian Development (MDA), discontinued in 2016, the year of extension of the Ministry and maintained since then by the Ministry of Agriculture. UFRRJ and the member organizations of the BIG Collegiate. Therefore, the scenarios built in conclusion of this dissertation, take into account the perspective of production chains that guide the mega-enterprises and socio-environmental sustainability of the territory of BIG that in practice integrates the maritime bays of Sepetiba and Ilha Grande corresponding to the Municipalities of Itaguaí, Seropédica, Mangaratiba, Angra dos Reis, Rio Claro and Paraty, which is part of the BIG Collegiate, which includes the municipalities of Santa Cruz, plus the neighborhoods of Sepetiba, Guaratiba, Pedra de Guaratiba, Barra de Guaratiba in the municipality of Rio de Janeiro.

  • The present work aims to uncover the Baixada Fluminense region through the production of cultural of three collectives that use the acronym "BXD" to designate their territories. It is known that in this region, several negative images are used to represent it and that, above all, such images are elaborated through a discourse of violence, poverty and the dismay of public power. It is not by chance that Baixada emerges in the process of metropolization, to occupy a position of subalternity to the city of Rio de Janeiro.   • In 2020, the COVID-19 pandemic started and it was decreed in Brazil as a state of public calamity. This research aims to explore the experience that took place through the social organization of Solidarity Economy from the perspective of Social Management in Ilha Grande-Angra dos Reis - Costa Verde/RJ. With regard to public policies aimed at the cultural sector, the Aldir Blanc Law (LAB) provides for emergency actions for workers in the cultural sector. From the action of the Fluminense Circuit of Solidarity Economy, it was carried out, as well as in the whole state of Rio de Janeiro, aiming to mitigate the impacts of the Pandemic. The Ilha Grande stage was one of the territories where it received LAB resources, based on the solidarity network proposed by the solidarity economy movement of the State of Rio de Janeiro. The methodology used was a single case study, qualitative in nature and exploratory. The triangulation of the data was based on the combination of direct observation through the chat of the Collegiate of the Bay of Ilha Grande/RJ, the meetings of the Territorial Observatory, the meetings promoted by the Fluminense Circuit of Popular Culture and Solidarity Economy- RJ; document analysis of the LAB regulations, the Fluminense Circuit of Solidarity and Popular Economy and the Fluminense Circuit of Solidarity Economy Project – Ilha Grande stage; structured questionnaire for the actors Fluminense Circuit of Solidarity Economy. The specific objectives aim to analyze the LAB, Social participation through the experience of the Circuit - Ilha Grande stage and the Popular Culture Committee of Costa Verde/RJ. As results and discussions sustainable territorial development was discussed in terms. Experience suggests that the substantive values of the Solidarity Economy from the perspective of participatory management were interpreted as a social enclave (RAMOS, 1983), being a qualitative variable, with a dynamic bias towards sustainable territorial development.

  • Since the dawn of life on earth, food has always played a fundamental role in the maintenance of the human species. Over the years, the exponential growth of the population and the disorderly occupation of cities, various issues, such as climate disasters and pandemics, which directly and/or indirectly affect the mode of production, as well as access to food, have become increasingly frequent and having more devastating consequences, in terms of material losses andincreasingly human losses, and affecting some pillars of individual well-being. This paper aims to analyze the impacts caused by climatic disasters and the Covid-19 pandemic on food and nutrition security (SAN) and demonstrate the importance of community organizations in times of crisis, having the Municipality of Nova Friburgo as a case study. For this, current public policies related to disaster management will be analyzed and a survey will be carried out on community actions related to food security to understand the role of these actions in times of crisis.

  • The objective of this paper is to request land regularization through the special zones of social interest (ZEIS) in the city of Queimados/RJ. The analysis has as its starting point the doctrinal and legal understanding of its concept, as well as its procedures and requirements in order to examine, through case study and documentary research, the ZEIS institutions in this territory. It is intended to initially follow the directors and codes of urban zoning, as well as, secondarily, the Code of urban planning and the main municipal guidelines in order to verify the legislation on the ZEIS. The empirical investigation seeks to verify if the social right to adequate housing was guaranteed through the analysis of urban insertion of the Valdariosa Housing Complex and the process of regular land analysis of the locality known as "Sem-terra" in the São Cristóvão neighborhood.

  • This research proposal is the evaluation of public policies involving the implementation and
    maintenance of Parque Nacional da Tijuca since 1961. Among the most important
    conservation units of integral protection in Brazil, the park has great ecological and water
    importance for the city of Rio de Janeiro. It is a great attraction for tourists visiting the city,
    some of the main postcards of the city are inside the park, among them Cristo Redentor,
    Pedra da Gávea, Vista Chinesa and Pico da Tijuca, the highest point inside PARNA Tijuca.
    It receives daily hundreds of visitors, inhabitants of the city of Rio de Janeiro and the nearby
    cities that make up the metropolitan region of Rio de Janeiro. These visitors make constant
    use of PARNA areas for leisure, entertainment and sports activities, including adventure
    sports on the trails and surroundings. The exponential escalation of violence in the
    metropolitan region of Rio de Janeiro has directly impacted the areas of visitation, the
    economy and social and environmental relations. In this work, three segments of public
    policies implemented in the state of Rio de Janeiro were analyzed, as well as their respective
    agendas, they are the policies implemented in public security, the policies implemented in
    the areas of environmental protection, and finally, housing and land occupation policies.
    This analysis sought to verify the direct and indirect influences of such policies on the current
    conjuncture of Parque Nacional da Tijuca and social, economic and environmental conflicts.
    The contingent value method was used to identify the willingness to pay for visitors to
    maintain the sense of security in the park. As a methodological procedure, bibliographic
    research of exploratory and descriptive character was used, semi-structured on-site
    interviews were conducted with 240 visitors. The contingent value method was used to
    identify the willingness to pay for visitors to maintain the sense of security in the park. In a
    way, it was noticed that 69% of visitors are willing to pay. It was possible to identify episodes
    that occurred in the park related to criminal and environmental violence. In addition, it was
    noted that discussions on violence and security in the PARNA Tijuca were scarce within the
    framework of security policies.

  • This work aimed to analyze Public Security from Violent Lethality in the State of Rio de Janeiro in the period between 2006 and 2020. Based on the normative instruments of Public Security, we sought to verify how the Violent Lethality indicator serves to indicate Integrated Areas of Public Security as violent “justifying” more lethal action. The death rates, by the territorial sections of the Security, show a great centrality of lethal crimes and Deaths by Police Intervention in certain places. Thus, faced with a marked difference in the strategic indicator of Violent Lethality between security regions, there was an intention to know if Public Security, given its planning, is oriented to the State as a whole, or unequally serves certain spaces. In this sense, it was noticed that, in addition to stigmatizing places and their residents, there was a more administrative effort in the manipulation of indicators than a change in posture about what Public Security should represent.

  • The Seropédica campus of the Federal Rural University of Rio de Janeiro is one of the largest in Latin America. The university territory, located in the Metropolitan West of Rio de Janeiro, influences and is influenced by its surroundings, the municipality of Seropedica.The university occupies approximately 12% of the municipal area and is located between the two main urban centers, known as Km 49 and Km 42, whose development is disorderly, without restrictions and presents infrastructural and social deficiencies. Due to the debate on the role of the public university, the planning and management of its spaces and the municipal socio-spatial development, the research aims to analyze the territorial integration between the university campus and the municipality where it operates, based on the territorial images of the different actors who relate to them. Socio-spatial aspects of the municipality and campus are analyzed, as well as institutional data to identify actors and agents, considering both the university community and the inhabitants impacted by the presence of the university, analyzing and plotting existing social and urban inequalities. As a method to understanding the territory and measuring the conflicts and convergences regarding the spaces on the campus and its surroundings, through interviews and questionnaires, the territorial images perceived by the various subjects are surveyed and the articulations related to the development of the County. Among the conceptual approaches of territory, the one considered is that related to power and representation added to the symbolic perspectives of appropriation and territoriality. The investigation reveals that social actors recognize the relationship between the two territories and most consider Rural as one of the main references of the place, for the educational function that attracts people from various places and for the influence it exerts on the local economy. Inefficient mobility is one of the common negative points between the territories and impairs the spatial integration between them, with the biggest criticism being related to the BR-465 Highway, which cuts through Seropédica and the rural territory; despite being one of the fragmenting elements of the landscape, it represents the main structuring axis of the municipality, concentrating urban life in the main nuclei. The results point to the necessary political, social, environmental, cultural and leisure involvement between the territories with the objective of promoting the development of the municipality, promoting quality of life and social justice, and a greater integration of the university with the city, through society's involvement, valuing public education, reducing violence on campus and making the most of its free and green spaces by the population. Among the strategies and suggestions indicated in the questionnaires, university extension has great potential and, although already adopted by the institution, it still does not reflect the necessary socio-spatial changes. The research points to actions being developed by the university and municipal administrations, in the sense of integrating the territories, which is seen with great potential for positive return. The political construction of the territory reveals that actions are transitory according to the objectives and intentions of the acting powers and do not always meet local demands. To face this issue, the university must get closer to the neighboring community and contribute with its knowledge, encouraging social participation and strengthening the local identity.

  • This research aims to demonstrate how the articulations mobilized by the actions of the School of Agroecology of Nova Iguaçu (RJ) directly related to the theory and practice proposed methodologically, for the formation and technical qualification of agroecology, contribute to the formation of mutual learning networks and permanence of family farming in the territory. As a methodology for data collection, a specialized bibliographic review was carried out, followed by the first stage of the field research, starting from interviews using the “snowball” or Snowball as a sampling technique. Four categories were defined for the qualitative analysis of the data: Social Networks, Social Reproduction Strategies, Paths of Agroecology and Dimensions of Technical Assistance and Rural Extension. The results achieved demonstrated that the synergistic relationships established between EANI, partner organizations and family farmers movements and organizations, induce the capacity of a family farm and farmer agency to build an agroecological territory in the Baixada Fluminense, supported by extension actions , starting from the environmental and social premises in the relations of production in the rural environment.

  • This research was based on the study of the Itinerant Justice program in the municipality of Duque de Caxias / RJ, a program that has a constitutional determination and that was implemented by the Rio de Janeiro State Court of Justice with the need to promote access to justice for the population which is in greater socioeconomic vulnerability in the state, among which, the population of Duque de Caxias is inserted. The purpose of the program is that through a mobile unit, the Judiciary will go to the most remote and impoverished locations. With Duque de Caxias having a large territorial extension and high demographic density, a study proposal is to verify the effectiveness of access to justice through Itinerant Justice in the municipality, based on the concept of fair legal order and sustainable development, considering that access to justice was included in the list of Sustainable Development Goals of the United Nations - UN. Thus, a survey was made of the peculiarities of this service station, addressing the perception of some stakeholders affected by the program, signaling the scope, emphasizing the main demands, as well as the socioeconomic profile of those assisted.

  • Launched in 2003 and regulated in 2012, the Food Acquisition Program (PAA) is considered one of the main structuring actions of the Zero Hunger Program and represents an innovative public policy capable of reconciling two important objectives: encouraging family farming, promoting its inclusion economic and social, with the promotion of production, and promote access to food in quantity, quality and regularity necessary for people in situations of food and nutritional insecurity. This research presents the PAA as a public policy for the promotion of family farming and, for this purpose, the objective is to approach the implementation and execution of the program at the Nova Iguaçu Campus of UFRRJ, through the Institutional Purchase modality in attendance to its university restaurant, seeking to present the potentialities, weaknesses and challenges, from the institutional point of view and to promote family farming, with the particularity of the fact that the university is located in a predominantly urban municipality. As a methodological path, this study proposes to carry out a bibliographic, exploratory, qualitative and field research, analyzing a Case Study. The analysis of the results of the SWOT Matrix revealed that, although the project did not reach the percentage of 30% required by law and that only two faming families residing in the Municipality of Paracambi participated, the PAA-CI of Campus Nova Iguaçu demonstrated a promising horizon, revealing an ability to go beyond the limits of the Municipality of Nova Iguaçu and reach family farmers in the region where the university campus is located: the Baixada Fluminense.

  • The objective the study is knowing the performance of CECISA (The Santa Cecília Real Estate S/A - CECISA S/A), subsidiary of the National Steel Company (CSN) in the Volta Redonda/RJ City, during its period of existence, between the years 1964 to 1984. This was a remarkable period in the dynamics of production and reproduction of urban space in Volta Redonda, where the relations between CSN and the city were altered, both in issues related to workers' housing and in the form of public management of urban space. CECISA-S/A was created with the purpose of selling the housing units of worker village of CSN (built at the same time as the plant), to its employees as a priority and in a fractioned way, that is, unit by unit. This process of fractional sale gave rise to a privatization that we call “Formiguinha” (little ant) and was inserted and articulated to the Military Government's project of implementing a managerial public administration in the country guided by the decentralization, expansion, and organization of the public administration.

  • The history of federalism in Brazil originates during the imperial period and extends into the republican period from 1889. Brazilian federalism is characterized by a pendular movement alternating periods marked by centralization and decentralization and evaluated by its vertical aspect, that is, the relationship between the central government, states and counties and also for it's horizontal aspect determined by territorial or regional relations. The historical analysis of federalism presents the degrees of influence of federative entities at certain times. Sometimes it is more influenced by the central power, sometimes more influenced by the states, always alternating such forces. Since the promulgation of the 1988 Constitution, there is a configura- tion of federalism in which the participation of counties plays a greater role in the implementa- tion of public policies, while the fragility of state governments is exposed and a new configu- ration in which counties start to dialogue directly with the Union. The great challenge is the alignment and structuring of entities through the federative pact, requiring coordination and cooperation in order to reduce regional disparities and solve conflicts. The objective of this work is analyze how the composition of Brazilian federalism influenced the problems of coor- dination and cooperation between federal entities available in the fiscal war. To carry out this work, the following methodological procedures were adopted: (i) a bibliographical research and a theoretical review on Brazilian federalism and the fiscal war; (ii) a documentary analysis on the collection of information on the participation of states in ICMS on the CONFAZ website; and (iii) a descriptive analysis of data relating to the fiscal war at national and regional levels through graphs, tables and charts, enabling better understanding and interpretation of data, aid- ing in inter-regional comparison. As a result, it can be concluded that the conflicting nature of Brazilian federalism imposes difficulties in establishing cooperation mechanisms between fed- erative entities and territorial dimensions, regional heterogeneities and diverse regional and lo- cal interests translate into obstacles for national coordination, demanding obstacles in the reso- lution of conflicts, being obvious the need to sign a federative pact that promotes regional de- velopment in a coordinated, cooperative and harmonious way.

  • Public Administration is responsible for managing public resources and, through the budget, seeks to increase efficiency, transparency and governance. On the other hand, the citizen, who through citizenship, seeks to be part of the decisionmaking process about public policies. Thus, the Participatory Budget appears, as a government instrument of democratic innovation and insertion of social participation, in which effectiveness contributes to the strengthening of democracy, governance and empowerment. These questions will be guided in this present project, having as study the Participatory Budget of the city of Volta Redonda, since the city has a history of popular mobilization. Social inequalities and discrediting in democratic participation systems are present in many cities, so the objective of this work is to analyze whether this hybrid model implemented since 2017, mainly the digital form of voting, and what is the main effective contribution of this tool in social participation. For this, we will proceed with a qualitative approach, using as a method: document analysis, bibliographic review, semi-structured interview and direct observation. Our research results, based on the understanding of the hybrid model of the OP-VR, highlighting the OPD-VR, pointed out that this digital tool, using it as a mechanism for social inclusion, but creating forms of instruments for participation and individualism, such as voting , as well as not producing effective results for those who are usually on the fringes of politics through conventional means, we were able to conclude that the contributions of the OPD-VR to the effectiveness of social participation in the municipality of Volta Redonda in its relations with local development and resolution of indicated public problems were not effective as proposed by the Municipal Administratio.

  • This work aims to carry out an analysis of the implementation of the Minha Casa Minha Vida housing program in the Municipality of Rio de Janeiro, with a focus on the northernmost region of the city's west zone called Planning Area 5, considering the aspects related to the impacts on the systems public transport and population mobility. The program was launched by the federal government in 2009, aiming to meet the existing housing demand in the country, and in the municipality of Rio de Janeiro, most housing units were implemented in the region of this study, often in places with little or no urban infrastructure. This caused a migratory movement within the municipality and the consequent increase in population in this region, bringing the needs of these residents to access public services, commerce in general and especially the search for employment and income, in a region lacking these resources. The research methodology adopted aimed to quantify the cause-effect relationship supposedly caused by the population increase generated by the residential projects implemented on the transport system in the region under study. We defined three locations where housing projects were implemented: on Palmares road in Santa Cruz, Tasso
    Blaso street in Sepetiba and Campinho road in Paciência. The characterization of the commerce and services existing in these places, the social profile of the residents and the available transport alternatives feed the analysis of the impacts under study.   • The housing deficit in Brazil has been a persistent issue throughout the countr's history. Several collective housing experiences have been and have been fostered both by the government and by other entities and communities. In order to contribute to the discussion of alternatives for this housing deficit problem, this research seeks to analyze whether the housing cooperatives practiced by the Shangrilá cooperative generate socioeconomic benefits for the cooperative residents. Bibliographic surveys and remote interviews were carried out with qualified informants (founders and co-founders of the cooperative, coordinator of popular housing and technical and administrative responsible for the works), in addition to the cooperatives of the Shangrilá cooperative. From the perspective of the social construction of markets, associated with the theory of fields and transaction costs, the benefits of this housing model will be evaluated, from the condition of acquisition and negotiation to the implementation of housing and subsequent management of the housing collective. For data analysis, content analysis was used. Even though it is a housing and mixed cooperative, the Shangrilá cooperative, since its initial formation, has different characteristics of a credit union. Although the objective was achieved, the absence of government support was pointed out by cooperatives and qualified informants as a negative point. However, considering that traditional models do not have the capacity to serve all layers of the population, this negative point can be taken into account if the case of the Shangrilá cooperative is observed as an alternative model for home ownership. In this research, social and economic benefits were observed, such as: the development of technical skills, and subjective aspects, such as the feeling of belonging and the promotion of self-esteem; humanism; equality; solidarity; democracy; social justice; the role of agents; and mutualism as a fundamental principle of this group where they are able to reduce the transaction costs regarding opportunism and information asymmetry.

  • Between the coast of the Brazilian states of Rio de Janeiro and Espírito Santo is the sedimentary basin named as Campos Basin, one of the main oil producing areas in Brazil. The Campos Basin will be appreciated, in this work, as a multiple territory in which it gathers different appropriations and meanings between artisanal fishing and the oil industry. This context will be analyzed having as analytical category the paradigms in Neoextractivism. One of the characteristics of neoextractivism is the admission of the socio-environmental problem, justified by the need for economic development and responded to with social protection measures. In the oil industry it was no different: even with the identification of the sudden changes in nature and in the region around the Campos Basin, the negative impacts were justified and minimized in the name of social development during the years 2003 to 2014. The text presents the adversities between development based on oil production in Rio de Janeiro municipalities coastal to the Campos Basin, observing the characteristics of neo-extraction perpetuated in these municipalities and the context of socio-environmental conflict experienced by fisherwomen over the use of marine space. To carry out this debate, bibliographical research was carried out on the paradigms of development, neo-extraction, oil industry and artisanal fishing, in analysis with secondary data. However, in this intertwining of oil and artisanal fishing, the state acts to foster a regional vocation for oil production, at the same time that it is responsible for regulating through federal environmental licensing. Until 2014, the federal environmental licensing for oil and gas exploration and production was carried out by the General Coordination of Oil and Gas of IBAMA (CGPEG/IBAMA), a technical team responsible for the environmental licensing of oil exploration and production activities and offshore gas, which implemented environmental education programs as measures to mitigate the negative impacts caused by oil research and suction activities, in the northern region of Rio de Janeiro this program was called the Campos Basin Environmental Education Program (PEA-BC). PEA-BC integrates and articulates several environmental education projects based on the perspectives of critical, or emancipatory, environmental education. Some of these projects are specifically aimed at working with fishermen and artisanal fishermen, and others see fishing communities as a priority audience, as they are the social group most affected by the oil industry. In view of critical environmental education to debate and highlight the impacts and conflicts with those affected, this research sought to understand the creation and implementation of the PEA-BC in a multiple set of economic and political intentions aimed at occupying the marine space of the Campos Basin.

  •  Based on the understanding that regional inequalities hinder the country's integration, confirming the reproduction of the concentration of poverty, and the social ills conditioned to it, in specific regions such as the North and Northeast regions, which traditionally congregate a greater percentage of the poor population. Taking into account this panorama and the other variables that affect poverty indicators in Brazil, it used to be understood if transfers made by the Bolsa Família Program (PBF), when acting with a focus on poverty reduction, are able to act as public policy mitigation of regional disparities. To answer this question, based on microdata from the Pesquisa Nacional por Amostra de Domicílios  (PNAD), regional Gini  indexes were constructed for the years 2004 and 2015. In general, the industrial deconcentration process combined with the income transferred by social programs helped to mitigate the concentrating effect of income and regional income disparities in most Brazilian regions. Thus, one can argue in favor of the role of the BPC and the PBF as effective instruments for promoting regional development in Brazil. In order to explore the role of conditional cash transfers on regional development on a more specific geographic scale, an exploratory spatial analysis was carried out between the data referring to Bolsa Família and the IFDM for Brazilian municipalities. The regional portrait of Bolsa Família indicates that there was no significant difference in the variation in the distribution of the values of PBF transfers in 2015 compared to 2005. In view of the results of spatial statistics, there is evidence of the spatial concentration pattern of the IFDM and of the PBF transfers in the univariate context. Cities in the South and Southeast regions are present with greater intensity in the AA cluster of municipal development and, on the other hand, fewer municipalities in these regions are concentrated in the BB cluster with regard to PBF income transfers. With low levels of development neighboring cities in similar conditions are the cities of the North and Northeast regions. Northern and Northeastern municipalities are also the majority in the AA cluster in terms of conditional cash transfer levels. Given this spatial configuration for the univariate context, the spatial pattern of dispersion found for the relationship between IFDM and PBF was expected. Therefore, it is essential to formulate and implement public policies of a social nature that favor the construction of territorialities of law, that is, the realization of citizenship. Therefore, it advocates for a territorialization of this type of program in order to allow integration between different actors and institutions. Finally, it is worth noting that when the State is absent, the layers most deprived of the basic elements of life are the most impacted, which makes the cycle of poverty stronger and more complex. As a result, full regional development becomes even more distant.

  • With the increase of urban expansion, especially in developing countries, new methodologies capable to highlighting the impact of land use changes natural resources are necessary. In view of this, efforts to improve resilience and social inclusion in cities are needed to meet global commitments to sustainable development. Since 2011, when the concept of nexus water-foof-energy emerged in the World Economic Forum, much of what has been described about it has concerned national and regional scales, with few works devoted to its application on a local scale, especially in irregular settlements. The lack of public policies means that many groups remain without the basic conditions that contribute to their well-being, such as access to quality water, fresh food and energy sources. Considering this, the present study is developed in Bracuí, Angra dos Reis, south coast of the Rio de Janeiro State. This region has been the scene of an intensive dynamics of occupation that comes in many ways, from appropriation of extensive areas by the real estate capital, to invasions, constructions in mangrove and clandestine parceling, with absence of basic urban services. Particularly in a location called Itinga, conflicts over land use intensified in the 1990s, when villagers organized an association and fought guarantee of rights. Currently, the community is exposed to all kinds of urban and environmental risks. In face of this problem, an environmental diagnosis was carried out in 2016 by the author, with participation of residents. The diagnosis evidenced some aspects of water, food and energy securities, calling our attention to the possibility of a nexus assessment. Based on this, this study aims to present a framework for the nexus water-food-energy assessment on a local scale, build from participatory indicators. The indicators reflect residents' perceptions and practices about different aspects of the WEF nexus and are also available on official bases, in order to set thresholds. The thresholds are based in recommendations and goals from national and international organisms and policy. Thus, we propose to contribute for the decision-making process on the development and management of resources in urban areas, based on the reality experienced by its residents.

  • The present work seeks to study the phenomenon of production in space, from the formation of municipalities in the Brazilian federal system after the 1988 Constitution of the Federative Republic of Brazil. For this study, two categories of analysis were chosen: Law and Space. A proposal was addressed or a role of training law in space, because it took the choice of a federation theme as an object of study, considering that a federation carries the role of distribution or power within a certain limit and draws the contours of the non-current territory model of Democratic State of Law adopted in Brazil. Based on these premises, the study seeks to address, as a case study, the municipalities of Belford Roxo, Mesquita and Nova Iguaçu, observation in the state of Rio de Janeiro, having as peculiarities the municipal dismemberments that occurred after the promulgation of the 1988 Brazilian Constitution. municipalities of Belford Roxo and Mesquita dismembered from Nova Iguaçu in 1990 and 1999, respectively, using as a base or model of municipal training adopted by the Brazilian Constitution until 1996, modified by Constitutional Amendment nº 15, abruptly limiting the options of municipal creation . The study was based on a historical and dialectical materialist methodology, based on Henri Lefebvre's theory of social space production.

  • Marapicu represents a history of struggle for land. The territory of agrarian reform resists, for three decades, against the forms of oppression of modern capitalism that devalues the identity present in a portion of the metropolitan region, impacting on the social reproduction of families. Considering that the Marapicu Municipal Rural Settlement was constituted in 2008 by the Municipality of Nova Iguaçu as a municipal land for agrarian reform. The objective is to analyze and debate public policies aimed at the surveyed settlement and, if there is no application of such policies, to ask why. To this end, the public policy and territorial identity concepts are discussed to reflect on the processes present in Marapicu. It is observed in this process that the social actors are not passive and, represented by the Association of Peasants of Marapicu, have a trajectory of action that ensured, at different times, victorious actions in favor of the settlement. Which allows us to conclude that, even in the face of adverse reality, the maintenance of the rural area is due to the political actions of the social actors in the face of what they understand as invisibility.

  • This research addresses the theme of transformation and production of urban and peri-urban space in Barra Mansa, municipality of Rio de Janeiro, whose strategic location between the two largest Brazilian metropolises favored the implementation of industrial activities that had an economic, socio-spatial and environmental impact on the region. Located in the Paraíba Valley, its history is linked to the golden period and the sugar and coffee slave labor, dairy farming in the 19th century, and industrialization in the 20th century with the installation of the Volta Redonda steel industry, during the Vargas period, causing several socio-spatial impacts in the region. The cross-scale and empirical research, seeks a sensitive reading of the Barra-Mansense territory, through the analysis of the transformation of its landscapes and territorialities, using as a method the delimitation of the morpho-territorial units and the type- morphological analysis, focusing on cutouts spatial areas of the municipality, which enables a more comprehensive understanding of the processes and dynamics of the evolution of urban and peri-urban space and the public and private agents and actors that directed them, encompassing the physical-spatial aspects and the specificities of the territory. The research also intends to contribute to urban planning responsive to local demands and balanced urban development.

  • Urban mobility planning has the relationship between territorial development and social opportunities for the population, especially if we take accessibility into account. The research aims at urban mobility in the municipality of São Gonçalo in the State of Rio de Janeiro, considering the context of spatial segregation as a problem in the city and its consequences of the lack of planning. The general objective comprises the conditions for the development of public urban mobility policies, such as the tools and the legislation of the three federative entities in which it is applied, so that it verifies its capacity to solve problems related to the theme, generating a positive character for socioeconomic development for the population of the municipality. To achieve this objective, we specifically list the construction of a theoretical framework on the planning of urban mobility, identifying those involved; we describe the characteristics of São Gonçalo, as well as the use of public policies; we point out the consequences of disorganized mobility; and we seek data on the relationship between mobility, public policies and inequalities in order to evaluate solutions for the region in this context. The methodology used is bibliographic, documentary, descriptive and analytical research, portraying the use of scientific content to analyze São Gonçalo / RJ with the support of quali-quanti techniques. Given this scenario, the research addresses, analyzes and evaluates the problems in urban mobility in the city, as well as the contexts of social inequality in urban mobility and the normative documents that guide the municipal strategic planning in the city since 2015. From the results we highlight that the conditions related to the way in which public policies for urban mobility in the municipality of São Gonçalo structured in the context of its strategic planning do not provide a means of socioeconomic and social development in an equitable manner in order to cause positive impacts for society as a whole. Therefore, the city has planning gaps for mobility, as well as little capacity to articulate joint actions for problems that the city, by itself, is not able to solve.

  • The complexities of physical-spatial and social problems, which we find at different scales in cities, allow us to reflect on the challenges related to urban planning that Brazilian municipalities face: such as the lack of basic sanitation, urban infrastructure, the existence of irregular occupations in risk areas, socio-environmental problems, lack of technical staff in the application and preparation of planning instruments, among many others. The urban environment can be understood as a physical and plural space, which needs to have equity and enable accessibility to all, factors that help in the conception of pleasant spaces, that contemplate coexistence and are environmentally healthy. The Tinguá Biological Reserve, created in 1989, is inserted in the midst of a set of municipalities that together integrate a population of more than 2 million inhabitants. Composing the time of analysis, the municipalities of Japeri, Miguel Pereira, Petrópolis, Queimados, Nova Iguaçu and Duque de Caxias are presented, all inserted with a portion of their respective territory in the buffer zone of the Biological Reserve in question. Among these presented, only Petrópolis does not integrate the Baixada Fluminense and the Metropolitan Region of Rio de Janeiro. The present study seeks to interrelate the process of urban expansion of the Metropolitan Region of Rio de Janeiro (RMRJ) towards the baixada fluminense, where the increase in environmental pressures exerted on the buffer zone (ZA) of the Tinguá Biological Reserve (Rebio Tinguá), presents itself as a challenge of planning and management of that territory. The lack of a supralocal instance with regulatory power (in fact) over the territory of the Reserve is challenging from the management point of view. It is important in this sense to understand, despite the legal frameworks of management and control, the reality of the agents who produce and occupy the fringes of the Reserve and its ZA, exerting environmental pressures on that area. The research also considers the historical context and expansion of the urban spot in baixada Fluminense, being complemented with an analysis after 1989, focusing on two specific locations, these present in Duque de Caxias (Xerém neighborhood) and Nova Iguaçu (Vila do Tinguá). The understanding of the reconfiguration of the territory in recent decades aims to present an analysis in relation to the Management and protection of the territory in question, and the reality of space production that relate to the buffer zone of the biological reserve. In this sense, the premise is the process of urbanization in the region, production and reproduction of space, environmental legislation, socio-environmental conflicts and the challenges of planning in the management and control and protection of a given territory. In this sense, other aspects will be addressed, such as Law 9.985/2000 establishing the National System of Conservation Units (SNUC), the production of urban space and its modeling agents and producers and the process of Industrialization and integration of the Metropolitan Region of Rio de Janeiro, considering the axes of expansion and growth of the urban spot in the region, elements that aim to contextualize the study for the present work. The research was structured in: Chapter 1, which presents the theoretical framework; Chapter 2 explaining the development process; chapter 3 the area of study; the Chapter the perception of the constructed space (occupants and managers); Chapter 5 presents the results and discussions about what was analyzed and the final considerations about the research. Considering the aspects presented above, the spatial reading for this territory considers a unit composed of the municipalities and the ecological reserve. It becomes important to the extent that in addition to the urban and socio-environmental problems faced, there is also a whole problem linked to the intermediate character in the urban network (peripheral areas). In this sense, in addition to the difficulties in coping with the urban and socio-environmental problems of each municipality, a great challenge seen in the planning of this territory reveals to be the control of the buffer zone. The analysis of this double relation municipalities-reserve, seen as a case that allowed to present a study directed to socio-environmental and urban problems for a territory of complex and heterogeneous formation.

  • The study aims to analyze how the development models of the territories of Salinas / Ecuador and Paraty / Brazil comes close to the model of Sustainable Territorial Development (DTS) due to their management practices, social control, joint and community actions regarding participation of local actors in endogenous development and understand how these practices can generate complementarity between them. This territories were considered by the literature on social management, participation and sustainability as territories that approach the concept of Sustainable Territorial Development, where Salinas has community management activities favoring a solidarity economy through its dairy products, chocolate, textiles and sausages; and Paraty which is based on a business management structure with a Local productive arrangement for tourism, cultural, maritime and ecological activities. Therefore, the assumption is that there may be similarities between one model and another when observed by management, social participation and community practices, productive activities using local resources and networking. The comparison objectives to identify which aspects configure sustainable territorial development in both locations, thus bringing contributions to the development of an integrated, collaborative and networked model. For this purpose, the study of multiple cases is used in addition to establishing analysis criteria that will guide the investigation of the territories. In addition to the use of software for data analysis. The expected results seeks to identify how much each territory approaches or distances itself from the STD model. It was observed that both locations approached the proposed development model and that they still obtained aspects of complementarity in the analysis of results.

Thus, this research presents the extension in public universities, the present study has it theme envolve the extension projetcs develop by Federal University Rural of Rio de Janeiro (UFRRJ), located in side the domains of Seropédica, and how this projects interact with region population. Especifically presents the extension project "preparatório Enem" and the mainly results favourable or unfavourable, an indicate the opportunities, threats, strengths, weaknesses, in extension area of UFRRJ, highlighted the contribution on society. Was realized tehe history of extension in the country, and the projects developed in UFRRJ. As a temporal cut, was defined the period of 2008-2018 to analise the extension registers of UFRRJ. Methodologically, this exploratory an qualitative research, is based on bibliographical review, interview-oriented, and the content analyses technique. The results indicate the need to improve the extension area of the university, and the internal process, for the developed activities reach the comunity of Seropédica. In this direction, this research intend amplify the discuss about the importance tho share the potencial of the University to comunity by extension projects to significant contribuition to the society.

  • Considering the intensification of urbanization in Brazil, where 80% of the population lives in cities, we can observe, as a consequence of this condition, the formation of fragmented spaces with wide spatial segregation. As a result, this conjuncture exacerbated social inequality and environmental degradation. The changes and challenges have brought about the acceleration of the urbanization process resulting in great challenges, according to UN-Habitat (2016).This ranges from persistent problems such as obstacles to the provision of efficient urban services, such as access to basic sanitation, to issues related to climate change. At the state level, more specifically in the Metropolitan Region of Rio de Janeiro (RMRJ), we can observe a sub-region that demands attention for presenting precariousness in the basic sanitation service. And this generates a serious deficit in basic sanitation. Baixada Fluminense, a region adjacent to the RMRJ, was configured, through the urbanization process, as a periphery. That is why the scenario of absences and precariousness has normalized in this region, even though Baixada Fluminense is the target of public policies aimed at mitigating this deficit. In this way, the objective was to analyze the reasons for the permanence of the deficit in basic sanitation in Baixada Fluminense, despite the fact that this region is part of several public policies aimed at improving the quality of basic sanitation services. For this purpose, the methodology was based on three pillars: literature review; document analysis; and descriptive analysis of data related to basic sanitation services in the region under analysis. As a result of the analysis, it can be concluded that a set of factors contribute to the permanence of the basic sanitation deficit in Baixada Fluminense: the spatial segregation started in the first half of the 20th century and deepened by the logic of real estate capital, the power relations between government and population; the dichotomy between basic sanitation and environmental sanitation between the phases of implementation and execution of public policies; the discontinuity of public policies due to the change of management; the conflict between categories for the application of public policies, as occurs with geographical territories and administrative territories.

  • Brazilian Federalism is marked by profound macro-regional differences, with regard to tax collection, concentration of productive activity and exports. Thus, the work addresses the nuances of the national federative pact, such as periods of concentration of power in the Union and of deconcentration, in which the subnational entities enjoyed greater autonomy, in addition to distinguishing between cooperative and competitive federalism. It also delves into fiscal federalism and the main subnational tax, the ICMS, and aspects of the fiscal war in the country. In addition, the consequences of productive concentration, regional disparities on PIB and national exports will be addressed. Furthermore, it seeks possible changes in this conjucture from the comparison of the period from 2002 to 2018 with the decades of 1980s and 1990s, through the work Fragmentation of the Nation (PACHECO, 1998) and possible solutions to the conflicts arising from the intensification of predatory competition in fiscal federalism.

  • Based on a revision of the development of capitalism, a debate about city-countryside, urban and rural, technical changes, feed patterns, environmental debates and use of quantitative data of official institutions, such as IBGE, EMATER-Rio, BACEN, and also taking into account qualitative data collected throughout a campus research, this work aims to analyze some dichotomies, as the productive dichotomy that links agriculture only to the rural. In that way, its will be necessary the carioca Urban Agriculture (AU) research, but also analyze the specificities and heterogeneity of AU. It is understood that the dichotomy affects the UA on the urban plan because the agriculture regions are not in the Urban Planning as they exist. It was found that the urbanite instruments promote the raise of real estate production in agricultural basis regions, which affects, principally, traditional agriculture, beyond imposing norms to diminished agricultural regions through Lei de Uso e Ocupação do Solo (LUOS) and Plano de Estruturação Urbana (PEU) das Vargens. In the context of public policies, this dichotomy is reflected upon Lei nº11.326, of July 24 th , 2019. It sets the guidelines to the formulations of National Familiar Agricultural Politics and Familiar Enterprises and links the access to the public policies to the rural areas. About the specificities, it was understood that by analysing the Urban Agriculture we are also investigating the context and the political-managementnorms. About the context, it is important to highlight Rio de Janeiro state and Emater-Rio crisis, that reflected on access of only four agricultures to PRONAF credit, in 2018. The political-managerial politics was analysed in a different approach, considering the AU heterogeneity, in another words, not only tradicional agriculture but the conection with the urbanity what takes into account how the different agricultures that go from backyard agriculture, a common joint effort and urban mobilization, to enterprises/commercial have access to public policies and are affected by the planning and urban soil conflicts. These heterogeneity analyses are important to escape the duality that involves a debate about UA related to soil extension, techniques and/or motivations, showing different perspectives and critics to the contemporary model of economic raising and growth, while it demonstrates the specificities and divergences, how the critics and perspectives face to the contemporary model of economic raising and growth. These critics consider specific issues from environmental debates, but also the protection of green urban areas, as it is known in a vegetable garden initiative with business and commercial aims inside a shopping centre of the city. But alto there is a paradigmatic motivation between humankind and nature, such as Rede Carioca de Agricultura Urbana (Rede CAU).

  • Considering the UN Sustainable Development Goals an important global agenda and the relevant role assigned to territories and cities to reach these goals in the context of the changes of the globalized capitalism of the XXI century, the aim was analyze the 2030 Agenda as a whole and specifically the SDG number 11, make cities inclusive, safe, resilient and sustainable, and check if this goal reaffirms or opposes neoliberalism. For this purpose, the methodology was based on a qualitative research based on two pillars: literature review and documentary analysis. As a result of the analysis, it can be concluded that there is a possibility that the restructuring promoted by 2030 Agenda overlaps with that of neoliberalism and places the development in the direction of a deep socialization.

  • The increase in exports of raw goods throughout Latin America in the early 2000s reignited the debate on the relationship between natural resources and development. Although there is no consensus on this subject, both authors who believe that natural resources can be a blessing and those who believe that such resources are a curse agree that there are problems that are inherent in extraction activity, and that is why economies riches in mineral resources require more government attention. Increasing demand for primary goods, therefore, has led many mineral-exporting countries to change their mineral codes in order to reduce the negative effects of mining and to bring into society part of revenues extraction was acquiring. In Brazil, the responsibility for bringing the mineral production benefit to the population belongs to the Financial Compensation for Exploration of Mineral Resources (CFEM). However, since it was set up in 1989, this mineral royalty has been criticized. For this reason, this study analyzed different socioeconomic aspects of 18 municipalities that collect CFEM in the state of Minas Gerais, divided by different collection bands, in an attempt to evaluate how the share of CFEM has contributed to the development of these regions, and especially to understand how recent changes observed in the Brazilian Mineral Code may be mitigating or even intensifying the problems related to this financial compensation. Regarding methodological aspects, from a theoretical point of view, this research was based on historical-structural analysis, as carried out in ECLAC studies, as well as elements of institutionalist analysis. From the point of view of methods, qualitative and quantitative instruments were used. The research concluded that high incomes from CFEM did not result in better socioeconomic indices for the municipalities analyzed and the recent changes in Brazilian mineral legislation seem to contribute even more to the disparity present in the receipt of mineral offsets among producing municipalities.

  • This dissertation aims analyzing the tourist destinations located in the Bay of Ilha Grande: the cities of Angra dos Reis and Paraty in the state of Rio de Janeiro, under the perspective of universal accessibility applied to people with motor and visual disabilities. Considering these destinations as a reference in tourism in the state of Rio de Janeiro because of their natural and cultural attractions, we also consider these cities are structured regarding to universal accessibility, in accordance with Article 5 of the Brazilian Constitution, which establishes the freedom of going and coming of the individual and with Law 10.048, which establishes criteria for the promotion of accessibility. However, a study was done with technical visiting and interviews to institutions linked to tourism activity, tourist public offices and the tourist points of these studied cities for the analysis of accessibility parameters in contrast to public policies, in order to understand how each city thinks and develops universal accessibility for its visitors with reduced mobility.

  • The Unidade de Polícia Pacificadora (UPP) is a public security policy aimed at spatially occupying areas marked by the normative control of drug traffickers. Its scope stipulates the entry and permanence of proximity policing in favelas that have high indicators of urban violence, normative control of parallel powers and poverty. However, its execution abdicates favelas with greater indicators of urban violence and occurs predominantly in the North, South and Central zones of the city of Rio de Janeiro. Thus, the "pacification" appears to be guided by the Strategic Planning project of the city of Rio de Janeiro, which has as strategic areas the territories in which the policy acted. Because of the Program, the reduction of criminal indicators is highlighted, given the increase in the opportunity cost of crime in the pacified territories. What may have triggered the spatial reordering of patrimonial and violent crimes to other territories with lower opportunity costs. Through the georeferencing of the database of the Ministério da Saúde and the Instituto de Segurança Pública do Rio de Janeiro, there is a change in the locus of violent and patrimonial crimes from 2008 to 2013. The growth of these areas in the Metropolitan Region of Rio de Near the north of Rio de Janeiro, such as the municipalities of São João de Meriti, Nilópolis, Mesquita and Belford Roxo, also highlighting the growth in the rate of violent and patrimonial crimes in the north of Rio de Janeiro, which is not "pacified". migration, through the intensification of drug trafficking, post-UPP. Starting in 2015, a new spatial reconfiguration of urban violence in Rio de Janeiro will be seen. In it, violent and patrimonial crimes are growing all over the state, including in the "pacified" areas. Moreover, UPP policy provides in regions where there has been an intense reduction of indicators of urban violence until the year 2013, however, from 2015 onwards there is a return to growth in patrimonial and violent crime rates. Among its impacts, there appears to be migration of drug factions with the increase of opportunity cost provided by politics

  • The present work has the objective of studying the Vassouras Experience Tour project in the tourist region of the Coffee Valley in the state of Rio de Janeiro. It is proposed to analyze the type of tourism experience that is being developed in this municipality and how history of the black in the historical farms is being used as a tourist product in guided tours. The methodology that will be used for the construction of this work will be based on a bibliographical research, primary sources, followed also by the analysis of secondary sources such as dissertations, articles and reports that deal with the theme of this research and with interviews with black movement actors present in the territory, in addition to field visits. The central objective of this work will be to analyze a possible process of spectacularization and devaluation of the black figure in this project that is part of a public policy.

  • The main objective of this work is to analyze the dynamics of the land market and the soil policies applied to the state of Rio de Janeiro in the period between 2003-2010. Understanding the process of formation of land policies, considering the historical characteristics that transformed the agrarian space of Rio de Janeiro and comparing the proposals of land credit and agrarian reform by the social function of the land. It was made a historical reconstruction considering the factors that possibly influenced the process of elaboration of public policies related to land. As well, the regional particularities of the State were also considered, with regard to the historical process and the agrarian structure of Rio de Janeiro. It is concluded that the land policy in the Lula government represented the institutionalization of the land policy of the former government, modifying only the way of coping with social movements. With regard to the state of Rio de Janeiro, the main factors that altered the characteristic of the agrarian structure were urbanization, metropolization, deruralization and industrialization, which sometimes stimulated speculative factors. As for the proposals for agrarian reform, the land credit did not overlap the disappropriationist policy. However, this program has not registered any other disappropriation after 2007, which indicates a stoping of this policy.

    The present work seeks to analyze the relationship between the information / knowledge that is necessary for young people in the rural agroecological field, for their permanence in the rural environment with the possibility of income generation (economic viability and well-being (Social Inclusion and Environmental Respect) Since the Brazilian youth from the countryside continue to abandon the countryside and agriculture, looking for alternatives in the big urban centers, where they are, in most cases, labor in a work gear that, for many times , which depersonalize them and deterritorialize them. The path taken to approach this dissertation is in the field of knowledge about Agroecology as the contribution of skills and competences necessary for the re-territorialization and permanence of the young person in the field. sample of young people selected from the region of Baía da Ilha Grande, in the state of Rio de Janeiro, who participated as participants in the course "Agroecological training for young citizens of Rio de Janeiro". The main question of this research is: what is the type of knowledge and what information is necessary to provide income and welfare to the young person, making him choose to remain in the field, so that he does not feed the process migration to urban centers. The research points to a construction of knowledge based on agroecology, broad dialogue, dialogue of information, access to public policies and state apparatus, the construction of a developed rural culture, strong and proud of its origins. This process of construction takes place in a constant exercise for the conception of the development of autonomy of the rural youth, building their own meanings, constructing and rediscovering their values, in daily exchanges of knowledge to learn and consequently to teach, intervene, to know, to dream, to transform.

  • From 1930 onwards, Brazil underwent a period of major structural changes that allowed for the restructuring of the country's public administration and the expectation of the formation of a technical elite created by the creation of the Administrative Department of the Public Service (DASP), which took care of training Human Resources capable of designing and conducting projects for the country's development. The realization of this expectation came to light in the Second Vargas Government, materialized in the Economic Advisory and other technical bodies. Bearing in mind the importance of the study of characters who play a decisive role in idealizing various projects and transformations of the Brazilian economic structure, the present research project proposes to approach a study with the focus on recovering the memory of public managers and analyzing the elite State in the period 1930-1964. The intention is to rescue and understand the formation and trajectory of these illustrious Pilgrims as public managers in the construction of the modern Brazilian republican state. The five chosen managers - Celso Monteiro Furtado, Alberto Guerreiro Ramos, Rômulo Barreto de Almeida, Jesus Soares Pereira and Cleantho de Paiva Leite - are from the Northeast, of humble origin, still migrated young people to the capital at the time, Rio de Janeiro, and exercised the an activity of economist even having diverse formations. In order to reach the objectives, the methodology to be used will be data collection, analysis of bibliographic references, interviews and historical material and the application of prosopography. This work seeks to answer the most important experiences for the reflection of the federal development policies of Brazil in its developmental period in the vision of these great thinkers.

  • This work aims to study both Institutions and Governance as territorial development drivers. Follow that, we show the "governance" origins as a term and concept by discussing how it was capillarized in a sort of contexts and knowledge. After that, we lay attention on institutions formation by rewiewing literature and key concepts of their principles. The geographic space and its dynamics will also be the object of this study, once the social interactions and actions take place in the territory and the development as a regional concern. Thus, a overview of the regional development in Brazil is done in order to highlight the main territorial problems: inequalities and imbalances.   • This dissertation proposes to investigate and analyze the struggle for land and the negative consequences of the invisibilization of rural populations and their expression, as a result of the plans implemented by and in the municipality of Nova Iguaçu, belonging to the Metropolitan Region of Rio de Janeiro having as a space cut, the Marapicu Rural Settlement, located in the Regional Government Unit – URG Cabuçu, of the aforementioned municipality. The intention was to research and critically examine how decisions taken in the 1997 Master Plan still have repercussions on access to rights, and, consequently, on the lives of people occupying rural areas; identify possible sociopolitical interests and/or forcer in the territory studied and to verify the existing disagreements between rights, legislation and applied management, by understanding whether what is foreseen in the norms is effective in practice. To do so, the methodology used was to collect primary and secondary data though by participant observation, interviews and oral history, as well an interdisciplinary bibliographic references analisys. The present study intends to contribute to the debates on pubic management and rural development, considering and valuing the perceptions and needs of the social actors directly affected, enabling their access to rights conquered and their insertion in mechanisms, programs and policies, consequently providing territorial development.

  • This Research Project presents the stages of the study on the urban mobility socio-spatial dynamics in São João de Meriti, a municipality of Rio de Janeiro Metropolitan Region, which presents the highest index of demographic and building density of the State, and consequently an excessive use of open spaces. It has one of the worst indexes of social municipal development, besides being characterized as a dormitory-city with a high center-periphery commute movement. Initially, it is necessary to observe and analyze the application of the Urban Mobility Law and its unfolding on the urban question. Thus, by assessing the current political scenario implies in the understanding how the road mesh and network system is structured and which are the limits and challenges in order to guaranteeing urban mobility under the premises of social inclusion and environmental sustainability. It is sought also the understanding of the local reality in contraposition with the public policies and actions defined by its Municipal General Plan, approved in 2006, and considering the presence of the railroad since the 19th century, the historic demographic explosion from 1950s due to migration flows, the opening of the interstate road Via Dutra, the industrialization of the metropolitan periphery, and its articulation with the National Urban Mobility Policy. The methodological framework for identifying urban and periurban accessibility and mobility needs includes as main methods and tools: field research and measurements and mapping of physical and socio-spatial aspects; official cartographic and aero-photography information analysis, using GIS and other open geo-technologies survey on the current public transportation options, intermunicipal and innercity periodicity, fleet and quality of services. It the last stage of the research we expect to contribute with the construction of prospective scenarios related to the road network and flows restructuring, under the premise of prioritizing public and non-motorized transportation, promoting walkability, and reducing motorized vehicles use, in the several intervention scales.

  • The Fair of the Roça or Fair of the Family Agriculture is a modality of street commerce that by it’s social, economic and structural characteristics, can be considered an important strategy of commercialization, strengthening of the family agriculture and of sustainable rural development. With the objective of investigating the Roça fairs of Japeri, Nova Iguaçu and Queimados as areas of expression of family agriculture in the Baixada Fluminense (RJ), to beyond the bibliographical review, this exploratory qualitative research was carried out, with a case study of ethnographic inspiration, including participant observation in the Roça Fairs of the three municipalities and semi-structured interviews with 37 family farmers of these fairs. The study revealed that Roças Fairs mean more than contributions to income generation and supplementation for the interviewees, but they are rural territories in a region of great urban expression, configuring means, resource and identity for the family farmer of the Baixada Fluminense.

    This research aims to reflect on the possibilities of implementing self-management guidelines and popular participation in the implementation of the program Minha Casa Minha Vida Entities (PMCMVE), critically debating the housing production model made by families from social movements. in the program. It will also be debated about the limits and possibilities of the political formation of the users of the program, subjecting to critical reflection the self-managed participatory housing construction processes in PMCMVE. Thus, the purpose of this paper is to analyze collective construction and self-management experiences in the housing area, identifying whether popular and political participation in housing production results in higher quality housing projects, thus understanding whether popular intervention in real estate housing production better serves the beneficiary population.

  • he present work aims to analyze the insertion of the State of Rio de Janeiro in the Neoliberalization Round from the 2000s on. To this end, we sought evidence of neoliberalization in the Rio de Janeiro economy from 2000 to 2015. as legal-administrative mechanisms that might have signs of neoliberalization in the application of public policies of the state of Rio de Janeiro. This research focused on presenting the theoretical concepts that underlie the Neoliberalization Rounds, its contextualization with the neoliberal movement since the historical formation, world expansion and Latin America, passing by the importance of the Washington Consensus for the Brazilian economy. The methodology used to analyze the Multiannual Plans was the content analysis. As a result, the research presents approximations of the concepts of Neoliberalization with the information found through the content analysis made in the PPAs.

  • This paper presents a general debate on the challenges presented to brazilian rural development, such as the historical inequality in the distribution of land and credit among family and business/employer farmers, and the social and environmental impacts of conservative modernization in brazilian agriculture. The National Program for Strengthening Family Agriculture (PRONAF), which has already been in existence for more than 20 years, is an important instrument for reducing these inequalities. In this way, we tried to analyze the dynamics of PRONAF in the municipalities of Paty do Alferes, Valença and Vassouras, and the effects of this program on the rural environment and its inhabitants (production, income, employment infrastructure, preservation of culture and identity). For this, the techniques of bibliographic research were used to trace the state of the art related to the field of Political Science, of the economy and rural sociology (Development/Underdevelopment, Family Agriculture, Rural Development and Ruralities). The survey technique was used to conduct semi-structured interviews with a group of family farmers and extension technicians related to access to the program in the three municipalities. As a result, it was found that PRONAF has contributed to the strengthening of family agriculture in the region through the expansion of product, income and employment, both in the agricultural sector and in the sectors related to it. However, the ruralities present in the region have a profound influence on the way the program operates, since access is reduced due to documentary impasses (land tenure and income documents) and marketing (monopson, role played by middlemen and landowners).

  • The purpose of this study is to analyze the "UPP Social" program as to its constitution and its close relationship with the pacification process in the Pavão-Pavãozinho and Cantagalo slums in order to guarantee the accomplishment of the mega-events and to insert the city of Rio de Janeiro in the circuit of global cities. For that, the social context of emergency and implementation of the Pacifying Police Units (UPPs) in the city was analyzed, as well as the creation of the "UPP Social" program, regarding institutional objectives and administrative structure. The case study at the Pavão-Pavãozinho and Cantagalo slums complex therefore sought to understand in practice how the process of "pacification" initiated with the UPP required the existence at the rear of the UPP Social with the objective of building a safe city for the mega-events.

  • The Government Region of São José dos Campos (RGSJC) comprises one of the most important and dynamic portions of the economy of the State of São Paulo, housing a considerable part of the state GDP and investing in important sectors for the Brazilian economy. In 2017, the region had a population of just over 1 million inhabitants, representing 43% of the population of the Metropolitan Region of the Paraiba Valley and North Coast and 2.4% of the population of the State of São Paulo. This sub region houses a considerable part of the regional industrial, road and scientific-technological structure and of the State of São Paulo itself; with diversified productive activities and different dynamics in each municipality. However, the accelerated industrial growth in some municipalities in the region since 1950 has contributed to the intense urbanization process and to deep socioeconomic and regional labor market transformations. Thus, the general objective of this work is to describe and analyze the contemporary socioeconomic dynamics in the Region of Government of São José dos Campos (RGSJC) between 2000 and 2017, facing the transformations of the urban-productive structure. For this, a historical-structural perspective on regional development will be used, along with the analysis of secondary data on regional socioeconomic dynamics. The results showed that the host city remains the main location of jobs and services, attracting the greater population and commercial flow of the metropolitan region; which ends up leading many of the municipalities of RGSJC to depend on São José dos Campos to boost the productive structure and the regional labor market.

  • This dissertation aims to analyze the main transformations suffered by the territorial government - unequal and combined - of the municipality of government emancipation in the 1990s. Specifically, we intend to study the situation of urban and metropolitan governance in Rio de Janeiro, denominated in this work as unequal and combined metropolization or peripheral metropolization, seeking not only to qualify it, but also to but also identify which were the main factors and sectors responsible for this process. What are the governance conditions for a capitalist production and reproduction - to alter existing human, social, and spatial structures by others? Is logistic-industrial development a viable solution to Japeri socioeconomic issues? In order to answer such questions, a systematization of territorial data, spatial re-sponsorship of the state, metropolitan governance, from the perspective of progressive projects and the main determinations of the spatial dimension - placing spatial action at the center of the debate on the development of the capitalist mode of production, which reinforces the unequal development in the metropolitan space of Rio de Janeiro and, for follow-up in Japeri. In addition, this dissertation seeks to signal actions that may be influencing this uneven and combined movement.

  • According to Vainer (2004), in order to effectively understand the regional inequalities and the policies that are pursued to reduce them, it is necessary not only to study these policies, but also to understand the state, its role and its use from two dominant groups. In this sense, the present research starts from the analysis of the socioeconomic indicators, such as employment and income, health and education of the five municipalities that make up the micro region of Três Rios, in the interior of the state of Rio de Janeiro years from 2004 to 2015 and from the evaluation of the fiscal incentives implemented started in this period. The research was based on a bibliographical review about the main foundations that guide all the work, such as territory, public policies and fiscal incentive, in structured questionnaires and interview, as well as in statistical data of CEPERJ, IBGE, FIRJAN, Ministry of Work and Ministry of Health. All material collected was used to describe, contextualize and present the socioeconomic developments of public policies proposed for the municipality to answer how public policies, for example those of fiscal incentive, are capable of promoting socioeconomic development in the municipality of Três Rios and its micro region. The present study concluded that the fiscal incentive policies in the analyzed territory are not articulated with the development policies of this territory, considering that the economic development occurred was small and centralized, since the income did not follow the other items related to employment, health and education, thus demonstrating the lack of a policy aimed at raising income, and improving employment both by the state and municipalities, it is also concluded that the State only gave the tax exemption, and did not draw up economic development policies, nor municipal goals and objectives, leaving to the municipalities to establish individual policies, which are not articulated in the whole with the micro region and with the state.

  • This dissertation seeks to analyze the current regulatory framework of the Brazilian oil industry, and if it contemplates the regional development of the oil cities, seeking to demonstrate the lack that makes a specific regulation, adequate to the social object and regional development. These cities, while showing impressive economic performance, have not been able to raise social gains to the same level. The study deals with the evolution of the legal and institutional framework of the Brazilian oil industry, the regional development during the last two decades of the municipalities of the Organization of Petroleum Producing Municipalities - Ompetro, located in the state of Rio de Janeiro, in the Campos Basin . The research also seeks to bring the international scenario to enrich the discussion, and help in the formulation of public policies for the exploitation of royalties, as well as to deepen the pioneering proposal of regional development regulation.

  • This exploratory study aims to contribute to the understanding of transportation, as a factor of social exclusion, showing how accessibility and mobility influence the choices and how they impact on certain people and regions. The purpose of this study was to analyze the mobility and accessibility of transport in the municipality of Seropédica, through a group previously chosen to represent the general universe of users of the system. The group had in common the UFRRJ as a travel generating pole, which was chosen because the university had an important role in the search for knowledge without social and political boundaries, as well as the role of transport that aims to aggregate, reducing distances; with REUNI the university has grown in courses offered and number of users, as well as the municipality that grows, greatly influenced by the growth of university and industrial zone and logistics. What is observed, however, is that the transport system does not grow at the same pace and does not follow the needs of users. The embroidery considered quantitative and qualitative aspects, in order to verify the influence of transportation on the users' choices, besides the socioeconomic weight of the users. The analysis process was divided in two stages, the first documentary and bibliographical and the second that was subdivided into two surveys, the first the application of questionnaire with students and the second interviews with employees of the UFRRJ, both occurred concomitantly and were searched identify the weight of transportation in the lives of users with a focus on time and cost and how this can impact the development of the region.

  • The objective of this study is to analyze the urban insertion pattern of three contiguous enterprises within the PMCMV area 1, the Ferrara, Terni and Treviso condominiums, characterized as Housing of Social Interest in the Campo Grande neighborhood, in the West Zone of the city from Rio de Janeiro. The insertion of these projects on the Caboclos road corroborates with the reading of the PMCMV as an instrument to induce new peripheries or the consolidation of existing peripheries. In this sense, the present work sought to analyze the quality of this insertion and as episode was reproduced in the neighborhood of Campo Grande, which defines a long history of injustices and inequalities inherent in the construction of Brazilian cities, and which further deepened socio-spatial differences in Campograndense territory.

  • This dissertation aims to analyzing the effective application of the Environmental and Urban Planning Master Plan developed for the municipality of Mariana (in Minas Gerais), as well as the urban planning instruments instituted by it: Land Clearing, Use and Occupancy Laws and Zoning. In addition, it was pointed out the possibility of applying the Territorial and Urban Property Tax (IPTU) in the municipality as a mechanism capable of encouraging the preservation of the historical urban sites in that locality, and minimizing the disparities in access and occupation of the land. Initially, presented Mariana as an urban structure and then demonstrated how the Master Plan was made, the product generated and a brief criticism regarding it. Finally, the two main planning instruments instituted by the Plan were analyzed, and then demonstrated that another device, in this case IPTU, is underutilized in the municipality and if better employed can generate positive externalities to local urban planning and development.

  • This work has as study object the analysis of the tourism activity in the Favela of Vidigal, located in the South Zone the city of Rio de Janeiro since the implementation of the UPP Vidigal (Pacifying Police Unit) that ocurred in January 2012. Our time frame comes from the construction of the hipothesys that the territorial occupation by the policemen from UPP guaranteed the intensification of the touristic fluxes, as well as the expansion of the touristic supply on the hill. Divided into three chapters, this research has as objectives: to describe the territories of Vidigal, as well as their usings; to understand the touristic activity through the local‟s perception, including these who are directly or not connected to the touristic trade; to describe, using a sistemic analysis, the elements that composes, influence or install the touristic activity in Vidigal and finally to analyse and describe the touristic demand and the type or types of the consumption that ocurr in Vidigal.

To this end, was analyzed the social aspects of the territory concerned and the social contexts in which teenagers are.   • Historically in Brazil the relations between governors and governed were marked by authoritarianism, clientelism and lack of transparency. During the dictatorial period that lasted for twenty-one years (1964-1985), although there were opposing movements, the scenario presented was the suppression of civil and political rights from the edition of institutional acts. In the 1980s, with the upsurge of social movements and the notion of rights, the promulgation of the new Constitution, known as the "Citizen Constitution”, allowed for the expansion of spaces for popular participation. Based on deliberative democracy and social management that stimulate the sharing of decision-making authority among its members, these spaces that in the tangible bibliography are also called the public sphere are presented in this dissertation in the figure of the municipal councils. Established in the 1990s, these councils, besides guaranteeing the right to citizenship, also enable citizens to participate actively in the process of creating public policies.The study discusses the manifestation of social management and deliberative citizenship between public power and civil society in the spaces of the municipal councils of Education and Food and Nutrition Security of the municipality of Seropédica-RJ. The methodological procedures of qualitative model and applied nature, with exploratory, descriptive and explicative objectives, adopted for the analysis of documents, theses, dissertations, laws, minutes of meetings and electronic sites the technical methods: bibliographical, documentary, survey and study of case. For the evaluation of the results, the triangulation method was used, which included document analysis, non-participant observation during the meetings and semi-structured interviews. Based on this search, it was found that the relationship between civil society and public power is practically non-existent and that the two municipal councils studied, besides having very low levels of presence of society, also have little or no influence on the progress of policies in their areas of activity, having achieved during their years of existence few moments of prominence in the municipal scenario.
