SUMMARY:

This work aims to investigate the effects of the land regularization policy of agrarian reform settlements in the state of Rio de Janeiro, relating them to investments in infrastructure and granting of installation credits. The investigation starts from the scenario of a series of initiatives of the public power that accentuated the orientation of the policy of land regularization of rural settlements to the delivery of property titles, whose consequence is the return of the areas to the land market. Among these, the Technical Note 3141/2021/GABT-1/GABT/GAB/P/SEDE/INCRA, which guides the regional superintendencies of the National Institute of Colonization and Agrarian Reform in the execution of the land regularization policy from the classification of settlements into priority phases for titling according to pending issues to be resolved. In this wake, the work will analyze the application of these criteria in the settlements of the state of Rio de Janeiro. In parallel, a survey was carried out on investments in infrastructure and the granting of installation credits in the state's settlements, thus allowing an analysis of the conditions under which the areas are returned to the land market. Finally, it is intended to demonstrate that the policy orientation towards giving priority to the delivery of property titles, added to the low execution of investments in infrastructure in the settlements and the low granting of installation credits to families, returns the settlements to the land market,  without guaranteeing the conditions for the families to stay, making them more vulnerable to market pressures.
