SUMMARY:

Since the 1970s, there has been a process of environmentalization at a global and national level, which has resulted in the creation of various environmental bodies, laws, agreements, treaties and protocols and has established a form of environmental governance. This process, and in particular the growing recognition of climate change as a global public problem and a collective emergency, has influenced the actions of players in the international system and national governments, generating pressure on practices that cause environmental degradation, overexploitation of natural resources and greenhouse gas (GHG) emissions. One of the central sectors in this debate, due to its international and national activities and the implications for climate policies, is agribusiness. In this context, this research aims to analyze the process of environmentalization of Brazilian agribusiness, focusing on the climate agenda. Thus, it seeks to understand the influence of this sector in determining public policies - especially those driven by the logic of compensation and the carbon metric. To achieve this objective, the research used the case study of the Low Carbon Agriculture Plan (2010; 2021), known as the ABC Plan, as its methodology. In addition, documentary analysis was used, based on official documents from the Brazilian government, international organizations, and non-governmental organizations. Bibliographical research used the concepts of environmentalization, ecological modernization, agribusiness, low carbon agriculture, decarbonization consensus, and carbon metrics, as well as other complementary concepts, as theoretical references. Interviews were also conducted with people linked to academia, Embrapa and social movements. From this, the research concluded that the adoption of reductionist policies does not generate profound changes and therefore does not adequately address the climate crisis and/or the implications generated by the agribusiness production model, such as conflicts in the countryside or the use of pesticides. On the other hand, it has been seen that the adoption of policies along these lines guarantees legitimacy and prestige for the agribusiness sector and the Brazilian government at national and international level.
