SUMMARY:

When incorporating food classification by processing level into its content, the Food Guide for the Brazilian Population, published in 2014, officially emphasized concern about the increasing consumption of ultra-processed foods as a public health issue. This issue diverges between representations from the food industry and civil society organizations. The inclusion of the NOVA classification in the guidelines intensified a context of conflicts and political disputes. In this research, we start from the premise that these disputes arise in the pursuit of hegemony in the field of promoting adequate and healthy food diet, and that discourse serves as a crucial instrument of political action. Our hypothesis is that even when discourses share similar elements, such as advocating for food autonomy and broad participation in policy-making, these elements acquire distinct meanings depending on the narrative context in which they are embedded. Therefore, to analyze the landscape of discursive disputes surrounding the Food Guide for the Brazilian Population, published in 2014, we investigated the discursive practices and strategies present in two central debates. Our methodology primarily employed qualitative methods, including case study analysis of documents and political discourse, informed by interpretative frameworks. By closely examining the episode of the attempted revision of the guidelines in September 2020, we identified the signifiers articulated by the discourses and the strategies used to enhance mobilization and adherence to each narrative.
