SUMMARY:

his research work deals with rural land regularization programs carried out by the States of Mato Grosso, Amazonas and Pará. Starting from the Terra Legal Program as a paradigmatic landmark on the allocation of federal public lands in the Amazon territories, the suggestion is that the narratives , standards and procedures adopted since the program, were in line with development goals that are defended by agribusiness, and environmental protection goals that are defended internationally. This boosted rural land regularization in Amazonian territories, with a deployment of actors, arenas of political and territorial dispute and institutions involved, at the federal level, from the implementation of the Terra Legal Program to the Titula Brasil Program. At the same time, there was a strengthening of new dispute arenas involving States, municipalities and the Judiciary, as yet another mark of rural land regularization in Amazonian territories. In addition to the federal government's actions on Union lands, the States have regularization programs, there is administrative decentralization involving municipalities, there are partnerships and cooperation agreements with the Judiciary and social organizations have been gaining prominence at the state and municipal level. At the same time, state land regularization draws the attention of agribusiness, which is investing political capital at the regional level.
