For an agroecological Brazil: analysis of the political construction of discourse

RESUMO:

The research aims to investigate the discursive construction of the agroecological field as an anti - hegemonic project for rural development in Brazil, based on the discourse analysis of its main actors and the main landmarks of the path of its articulation. To do this, it is important to locate the agroecological discourse within the family farm agriculture coalition's trajectory, and to identify some of its main landmarks, such as the National Meetings of Agroecology (ENA) and the National Policy on Agroecology and Organic Production ( PNAPO). It is also essential to identify some of the milestones in the construction of agribusiness discourse, understood as a hegemonic project, based on some of its main actors, such as the landlord coalition, identified as the main political arm of this coalition. We start with what we consider as an agonistic attempt to reconcile the two projects during the PTs (Lula and Dilma, from 2003 to 2016), when Brazil is expanding in the international agricultural market, mainly driven by the production of commodities oriented for export. It also corresponds to the period of consolidation and expansion of the family farm agriculture sector, with the implementation and orientation of several public policies, considering its importance, in addition to promoting and guaranteeing food sovereignty, the expansion of rights with the recognition of its diversity ( family farmers, traditional peoples and communities, agro-extractive producers, settlers of agrarian reform, for example) and the overcoming of poverty and rural poverty itself. However, as of 2016, with the democratic breakdown in the country, the latent antagonism between agribusiness and family farm agriculture projects is exacerbated and demonstrated in a series of agribusiness coalitions offensive that reaffirm the power of economic and political elites rural areas. In this process, we will use the Discourse Theory of Ernesto Laclau and Chantal Mouffe, going through some of its main concepts and notions, such as: agonism, antagonism and hegemony. As a result of this analysis, it is hoped to identify ways and possibilities of political resilience and counter-hegemonic construction for the continuity and strengthening of the articulation of agroecology and its participatory project in face of the challenges that are posed in the current context of ongoing institutional and symbolic deconstruction in Brazil.
