The dismantling of agrarian policy as a political pratice of agribusiness in the Brazilian State

SUMMARY:

This research aims to investigate the relationship between the dismantling of agrarian policy between 2015 and 2022 and the political practice of agribusiness in building its political concertation and maintaining a leading role in the power bloc of Brazilian State. The agrarian policy became institutionalised in the state between the 1980s and 1990s, establishing a dual administration of rural Brazil between its highest representative, the Ministry of Agrarian Development (MDA), and the Ministry of Agriculture (MAPA). In the mid-2010s, specifically during Dilma Rousseff's second term in office, agrarian policy was the target of significant budget cuts, which led to the dismantling of public policies. This process intensified with the extinction of the MDA in 2016, during Michel Temer's government, and the radicalisation of the dismantling of its institutional instruments of execution, coordination, and social participation during the administration of Jair Bolsonaro (2019-2022). These processes were accompanied by the articulation of agribusiness representations, coming together as ‘political concertation’ and establishing themselves as the most prominent force in the power bloc of the State. As the political-ideological project of agribusiness gained prominence in society, its political actors were increasingly present in the most strategic instances of state action, such as the exponential growth of representatives of the Parliamentary Agricultural Front in the three branches of the Union. In this way, some evidence raises the following questions: Is there a connection between the prominence of agribusiness representatives in the state and the dismantling of agrarian policy? If so, how does it manifest itself and what are the motivations behind this political practice? In this sense, the thesis will seek to answer these questions through bibliographic reviews that address fundamental themes of the subject, such as the genesis of agribusiness as a political phenomenon, the nature of the Brazilian state, the institutional trajectory of agrarian policy, and a critical reflection based on the conceptual apparatus of the policy dismantling – made available by the growing Brazilian literature. Preliminary results indicate that the structural elements of Brazilian agrarian policy, that were primarily impacted by the dismantling processes between 2015 and 2022, were agrarian reform policies, policies for the demarcation of indigenous lands and titling of quilombola territories, and policies to strengthen family farming. Thus, in order to diagnose the political practice of agribusiness representatives in the dismantling processes, we intend to adopt the methodological procedure of documentary analysis using primary sources such as minutes, reports, and resolutions from budget execution meetings and interministerial planning, as far as the Executive Branch is concerned, as well as opinions, public hearings of the Legislative Branch, in particular, the Committee on Agriculture, Livestock, Supply and Rural Development (CAPADR) and the Committee on Agriculture and Agrarian Reform (CRA). Given that one of the most apparent strategies of dismantling is the budgetary dehydration of public policy, it is necessary to pay attention to public debates on Multi-Year Plans (PPA), especially for the periods 2016-2019 and 2020-2023, and Annual Budget Laws (LOA).
