RESUMO:

 Institutional purchases represented an important advent in the family agriculture development in Brazil through public policies. Since 2003, with the Food Acquisition Program (PAA), for the first time the State has proposed to acquire family production at fair remunerations and with priority cuts among potential suppliers. In 2009, with a reserve of at least 30% of federal resources passed to states and municipalities under the National School Feeding Program (PNAE) to purchase this production profile, a new increase was given to the acquisition of family farming food. The municipal school feeding program of Sao Paulo city, has implemented this public policy since 2012, where more than 40 family farming organizations, from the most diverse profiles, have been hired to carry out the supply until 2017 To understand what these profiles are and how they relate to the bureaucratic characteristics of the PNAE executing entity treated here, the city of São Paulo, is a challenge that we propose in the scope of this research. For that, the 40 organized groups that contracted with the city of Sao Paulo between the years of 2012 and 2017 were submitted to an online survey containing various questions related to the registration data of associations and cooperatives, productive profile of the groups, location and scope of action, the organizational profile of the families next to the institution and perception of the cooperative process. The purpose of this data collection format was to bring the family agriculture organizations perspective in these analyzes, unlike recent similar studies that analyzed this public purchase from the São Paulo municipal management perspective. Of the 40 organizations submitted to the form, 31 responded by allowing their profiles to be understood, highlighting the challenging elements for both the executing agency and the family farmers involved in this process.
