Food Security, Living with the Semi-Arid and Access to Water in the perspective of development in the Semi-Arid

One of the guidelines of the National Policy on Food and Nutrition Security (PSAN) is to promote universal access to quality water in sufficient quantity, with priority for families in situations of water insecurity and for the production of food from family agriculture. The National Council for Food and Nutrition Security (CONSEA) is responsible for proposing the guidelines and priorities of the PSAN. One of the most constant themes related to water in CONSEA's activities is the construction of cisterns in the Brazilian semi-arid region, an action anchored in the Articulation of the Brazilian Semi-Arid (ASA) initiative with its Mobilization and Training Program for the Coexistence with the Semi-Arid Region. is expressed in the Federal Government in the Cisternas Program. In the last 15 years, Policy and Program have been constantly evolving in a social construction involving actors positioned in the State and in Civil Society fulfilling different roles. Food Security and Living with the Semi-Arid are both simultaneously a concept, object of public policy and expression of identity that gives unity to specific social movements, elements that are expressed to some extent in the institutionalization of the Program and in the insertion of access to water in the NAP. Understanding the multiple relationships that this articulation expresses is the motivation of this research project.
