RESUMO:

With the results of the presidential election for 2019, views on the Amazon rather than the Amazon have been resumed. That is, we do not see traditional peoples and social classes, but spaces and groups to be explored. The result of this process is the imminence of unconditional support for projects with high environmental impacts, which can already be felt by the advance of the deforestation frontier. The current phase of capital accumulation puts face to face class and alliances in this scenario. We can consider finance capital, the big capitalist agribusiness and mining corporations, without forgetting the relevant role of the Chinese market. In this context, it seems that the future of the Amazon is conditioned by a mere scenario of production and industrial bridge, especially for China and the United States.

Six years after the implementation of the current Forest Code (Law 12.651 / 2012), this paper aims to contribute to the reflection on the Rural Environmental Registry (CAR), provided for in Article 29 of the Code. In current legislation, CAR is the first step for rural producers to environmentally regularize their properties for the purpose of conservation or restoration of Permanent Preservation Areas (APPs) and Legal Reserve (RL), in addition to the productive exploitation of the property. In this context, the CAR becomes a conditional element for access to finance for land use. Politically and ecologically, it is a complex database - including geographic - about rural producers and property conditions, facilitating the action of public administration, for example, in monitoring and understanding the condition of forests in the Amazon.

Starting from a pluralistic approach and dimensions of public policies, the objective of this paper will be to evaluate the execution of CAR in the Amazon, by analyzing the performance of key actors - political groups, entrepreneurs, ruralists, rural producers and Civil Society Organizations. - In order to understand how this policy was generated, its first results, the management and use of land in the Amazon, and, finally, to verify the perspectives for CAR's support to the development of public policies aimed at agrarian reform settlers. , relevant group in terms of land occupation and marginal to access to public policies.

A recent history of environmental and land public policies will be made, becoming the basis for understanding the current form of resource exploitation and interaction between social and economic actors. It is not intended here to approach the local scale, but to have a reflection focused on the regional scope, that is, Legal Amazon, from the previously proposed, counting on the contribution of the actors who influenced and influence the CAR. The analysis period will comprise two moments. One, addressing the recent history of the environmental issue and the other, from one of the creation of one of the key parts of the CAR, the Rural Property Environmental Licensing System (SLAPR).
