RESUMO:

This study intends to discuss the institutionalities involved in the Guanabara Bay Usage Regulation in order to demonstrate that specific threats to the traditional way of life of local fishermen and fisherfolk are the result of the choice of the State. The discourses and practices of state institutions involved in the conflicts described by fishermen and artisanal fishermen in different contexts and fishing territories in the Guanabara Bay will be analyzed, trying to identify the violence suffered by them in the daily life of fishing. It seeks to make an ethnography of state bureaucratic power as an instance that plans, administers, supervises, controls, coerces and violates the exercise of activity
