SUMMARY:

The implementation of environmental policies based on anthropocentric and mercantile visions of the environmental issue has unleashed new disputes between communities and local / national governments throughout Latin America. The case of “páramo” ecosystems (exclusive tropical ecosystem) is special: both for their role in water regulation and oxygen production, and for the provision of different natural assets, which makes them attractive for developing new markets under the current environmental world crisis. Colombia has the largest “páramo” in the world, the Cruz Verde-Sumapaz Páramos Complex, where one of the most emblematic peasant communities of the country's agrarian struggle is located. From the final years of the decade of 1990’s, but with greater intensity after the negotiation and signing of the Peace Agreement between the State and the FARC-EP guerrillas in 2016, there has been a constant attempt to implement several environmental policies in this territory. That situation has been interpreted by the communities as a threat to their peasant way of living. In that direction, this research aims to analyze the advance of the institutional visions of the environmental issue on the peasant way-oflife at the Páramo de Sumapaz, based on the examination of the effects of environmental public policies in this community, and the implications of this process in debates on agrarian issue in Colombia. Starting from the use of qualitative research methods such participant observation, life history and some contributions of “Investigación Acción Participante” methodology and ethnography, the reconfiguration processes of the peasant way-of-life in this territory are studied from the direct experience of ten families (settled within and on the edge of environmental protection areas of the Sumapaz National Park in an extension of six villages), some of its main community and political leaders, and institutional stakeholders (public officials). One of the main findings of this study is the identification of what could be interpreted as a process of sophisticated configuration of accumulation by spoliation that, through the confluence of environmental and non-environmental public policies, imposes a spiral institutional fence on the communities that creates several pressures at different levels and spatialities to induce them to stop being peasants, deterritorializating them and/or deeply transforming their peasant way-of-life in the name of the “sustainable development” of this strategic ecosystem.
