Artisanal fishing practiced in the Itabapoana River Basin has been impacted by the installation of small hydroelectric plants (SHPPs) since 2007. As a productive activity, fishing is undergoing a transition process triggered by socio-environmental conflict that affects the region and local communities. The environmental impact was configured in economic and social impact, interfering in the local population's way of life, leading to the blocking of political and legal disputes that produced the phenomenon of Productive Rehabilitation for the Limeira Fishermen's Colony. This theme gained centrality in the present study by representing a "common obstacle" to the realization of the interests of the different actors in the configuration of the conflict in question. The process interfered in the relation of the populations of the surroundings with the river and with the environment, overlapping forms of appropriation of the natural resources in an asymmetric relation of power. In Brazil, 80% of the energy consumed comes from the hydroelectric system and there are recurrent conflicts between riverine populations and hydroelectric plants or small hydroelectric plants (SHPPs), as is the case in the Itabapoana River Basin. A large part of these ventures is fostered by government programs such as the Growth Acceleration Program (PAC) and backed by a development project based on economic growth, often subordinating local issues to the energy issue, most often with the intervention of the State. In this study, the socio-environmental conflict is approached from the perspective of political ecology, identifying the implications of socio-environmental conflict in traditional practices, their social consequences, and their relationship with the territory. In order to carry out this case study, in addition to the bibliographic review and analysis of specific documents linked to the productive readjustment program - official reports, minutes of judicial hearings, technical and administrative documents of public agencies - the conducting of a field study of ethnographic bias , as the discussion about the theoretical-methodological approach advances, it becomes increasingly probable, aiming to identify the social actors and resources involved in the conflict.
