The nodes of sustainable development in Vale do Ribeira: interfaces between the State, rural populations and civil society organizations

This project aims to analyze the networks of interdependence established between the State and civil society organizations around the implementation of different agendas related to the environment and sustainable development in Vale do Ribeira-SP. The structuring of these networks has as a background the reconfiguration of State-society relations in the context of Brazil’s democratization process that took place in the 1980s, with the rise of social movements, including the environmental movement, and the consolidation of a new legal, political and institutional order with the approval of the 1988 Constitution. In the 1990s, especially after the Conference of the United Nations on Environment and Development (Rio-92) and the Global Forum of NGOs, the notion of sustainable development, in its multiple interpretations, becomes a reference, not only in public policies but, also, in social movement’s action. Vale do Ribeira is a territory with a long history of political and institutional development interventions. This territory encompasses a broad sociopolitical and cultural diversity, which promotes equal diversity of situations, actors and contexts. Environmental issues and the promotion of sustainable development emerged, since the 1980s, as references that permeate the performance of different agents, both governmental as non-governmental that have been involved, over the last four decades, in the implementation of a wide range of actions, policies and projects set in this territory. It should also be noted that people and organizations operating in Vale da Ribeira in this thematic area, played an important role  in the national debate related to environmental issues. The dinamicity of these actions is also reflected in the relevant volume of scientific and technical literature produced about the territory, in general, and about these interventions. However, there are no systematic studies recovering and analyzing the webs of relationships that enabled that this agenda focused on the environment and sustainable development could be articulated and translated into different local contexts. It’s possible to identify the absence of systematic research able to contribute to the understanding of the different ways in which the environmentalist agenda boosted a heterogeneous set of local agencies, what were the impacts of this agenda and how the networks of interdependence between the different actors were woven during the processes of incorporation of the environmental agenda in the territory. The questions that permeate this research project are as follows: How the notion of sustainable development is appropriated by State and non-state actors in Vale do Ribeira? How is it translated and what practices has it engendered? What were the arrangements structured around these ideas and practices, their modus operandi and their repercussions on public policies and the territory itself? What are the effects of these dynamics on the construction of State action itself, in terms of discourses, power relations and institutional arrangements? In terms of methodological procedures, the intention is to reconstruct the longest historical trajectory of interventions that occurred in the Valley up to the period before the 1980s. A systematic mapping of the projects and agendas related to the environmental issue in Vale do Ribeira during the 1980s and 1990s will be carried out. In parallel, relevant social actors who acted as mediators in the process of enthroning Sustainable Development in the territory will be identified, as well as the social actors that act during this process, aiming to identify effects produced in State-society relations in Vale do Ribeira. The research intends to contribute to a critical study of development actions and power relations, as the Valley is a privileged region to understand the scope and limits of interventions and projects related to the environmental issue and sustainable development and their territorialization in a specific context.
