The touristification of the agrarian question: the role of tourism in the composition of socio-spatial dynamics on the Baixo Sul coast of Bahia - The case of the Garapuá community.

The configurations which tourism assumes in the capitalist society articulates a web of material and symbolic processes to capture the free time of consumers, under the aegis of two main aspects, namely: the commodification of experience and the consumption of space. An analysis of the literature produced in the Latin American context shows that tourist activity often involves processes of territorial appropriation that result in land concentration, real estate speculation, land foreignization, environmental degradation, elitization of places, displacement of native populations and an amalgam of social conflicts. This work is based on the assumption that the dynamics related to land use, tenure and ownership, in their diversity, demand theoretical perspectives that allow one to capture the complexity of subjects and processes present in the shaping of the contemporary agrarian question. We elect here, as our main focus, the interfaces established between tourist activity and the agrarian question in a specific territorial context. The political economy of tourism, the Marxist-inspired analysis on the agrarian question - with special attention to the notion of frontier - and reference works in the field of political sociology focusing on social movements and collective action dynamics are used in this work as lenses of analysis,. This research seeks to analyze the processes engendered by the insertion of tourism into the identity territory of the Baixo Sul da Bahia (Lower South of Bahia), which took place in a more coordinated way from the beginning of the 1990s, with the implementation of a public policy, the Programme for the Development of Tourism in Northeast Brazil (PRODETUR NE on its Portuguese acronym) which focused on tourism as a development front for the region. We tried to understand how this phenomenon affected the relations of land ownership and use in this region, as an important arrangement in the appropriation and valuation of land assets. A more detailed analysis was made on the specific case of the Garapuá community, situated in the municipality of Cairu-BA, a settlement whose population's main activities are fishing and tourism. We sought to understand the role assumed by tourism in land conflicts experienced in this community and how this population has organized itself in the struggle to defend the territory.. Through the review of some historiographical studies on the Baixo Sul region, as well as the analysis of institutional data related to land issues in the region, semi-structured interviews and participant observation, it was possible to perceive tourism as a source of tension in what we call the touristic frontier, as well as a direct and indirect agent in the socio-spatial configuration of the region and in the worsening of territorial conflicts.
