In this doctoral research we intend to study the relationship between the decision 775/2016 – TCU – Plenary and the agrarian reform policy conducted by the National Institute of Colonization and Agrarian Reform (INCRA). It is intended to understand how this decision reflects the disputes over the definitions of the rural settlements policy and how it interfered in the INCRA’s recent policy. Following the trajectory of the decision 775/2016 – TCU – plenary, we concluded that the meaning of the law was a central subject of dispute between INCRA, the Federal Court of Accounts (TCU) and other actors in the legal field.
