SUMMARY:

This work was carried out in the context of the pandemic by COVID-19 and prompted by the context proposes to analyze how elements hitherto understood theoretically as belonging to nature and culture have suffered, especially in recent years, an increasingly indiscernible imbrication at the level of environmental phenomena, so now can be allocated as mixed-hybrid elements (WATTS, 2005). It proposes to verify how the social-sanitary population’s vulnerabilities, taking as a cutout the epidemiological data produced about Brazil, are related to the attribution of socioeconomic value categories also considered mixed-hybrid for individuals and specific non-human elements, having as a case study the issue of water legal Brazilian’s context and in pandemic’s contexto, aswell access to water and distribution of the virus according to racial people’s classification. As background for the research, a resumption of the Anthropocene/New Climate Regime concept is carried out in order to locate the discussion - its controversies and theoretical-methodological disputes - in the contemporary global environmental context.
