SUMMARY:

This research aims to analyze the role of BNDES in the sugar-cane expansion towards the Brazilian Midwest, which took place in the most recent expansionist cycle of the sector, as of 2003. We start from the idea that the Brazilian state occupies a significant role in the sector’s development, even after the deregulation process of the 1990’s.  Therefore, we suggest the hypothesis that BNDES is a fundamental actor in the territorial expansion of sugar-cane activity, conducting it from an active policy and providing necessary resources to the required investment. The research’s temporal frame goes from 2003 to 2020, and will be analyzed data related to the states of Mato Grosso, Mato Grosso do Sul e Goiás. We seek to insert the theme in a debate about the political and social determinations of economical dynamics, especially in regard to the States’ role in it, for what will be applied a multidisciplinary approach, collecting elements from Political Science and Economic Sociology. In addition to the analysis of secondary data, made available by IBGE and BNDES, we will rely on semi-structured interviews with public servants and representatives of the sector
