SUMMARY:

The impact of cybernetic networks on the flows of information, people and material and symbolic resources that organize society gain new spatial and temporal dimensions with globalization and reach multiple spaces of sociability. With the convergence between mobile telephony and the internet generated by smartphones at the end of the first decade of the twenty-first century, its impact on political practices within the paradigm of liberal democracies gained new intensity, with the election of Barak Obama in the USA an initial milestone of transformations that reach a new level after the elections in the USA in 2016 and in Brazil in 2018 - alter discursive forms, mediations and institutionalities that articulated the relations of representation and the parameters of the political debate in the institutional field and in usual sociability’s according to those molds consolidated throughout of the twentieth century. In this thesis, we explore the potential of associations between discourse theory, elaborated by Ernesto Laclau in partnership with Chantal Mouffe, and cybernetic theory to understand a sociotecnocultural phenomenon that we relate to a crisis in the model of representation of liberal democracies, which updates dilemmas and contradictions about the very place of subjects, classes or popular groups in politics. The assumption is that an approach to politics as the production of hegemonic formations through contingent and discursive articulation of social demands of a systemic or anti-systemic nature - which he called "populist reason" - placed in dialogue with what we call "cybernetic reason" valuing the approach produced by Álvaro Vieira Pinto that incorporates logic, philosophy, biology, information theory and culture theory to understand digital processes, together they produce heuristic tools suitable for understanding the phenomenon that we name as digitalization of politics.
