With the contribution of the Discourse Theory approach of Ernesto Laclau and Chantal Mouffe, this thesis proposes to analyze the articulation of the discursive strategies of the “Baiúchos” block (the alliance between the State and Bahian + Gaucho agribusiness actors) in Western Bahia, for the construction of its hegemony, in the period between 2008 and 2022. Being a place rich in crystal clear waters, springs, paths and exuberant waterfalls, the valleys of the Cerrado of Bahia were historically occupied by communities that (r)exist to maintain the traditional system of extraction of native fruits and the “release” of cattle in extensive areas of common use: the Gerais. The advancement of modernization of agriculture in the region, starting in the late 1970s, began a profound agrarian, social, cultural and environmental reconfiguration. However, it is in the 21st century that the Gerais and their population begin to experience with more intensity an overwhelming process of deterritorialization, racism and socio-environmental degradation, such as expulsions, threats, violence, land grabbing, death of springs, reduction of river waters and contamination by pesticides, with the substantial legalization of deforestation and the removal of water to expand Matopiba's agricultural frontier. Considering that this process did not occur without the reaction of the impacted populations, these transformations have been accompanied by the intensification of conflicts, in which water is increasingly becoming a central element, as this is the natural resource that allows profits to be multiplied of agribusiness, through irrigation pivots. Thus, the thesis is divided into chapters that initially focus on the dialogue between the theoretical contributions on which the analyzes are structured, and then go through an extensive plot, which starts from the formation of the historical block and goes through a narrative of discursive strategies employed to meet their demands, marked by three moments. In the first moment (2008 to 2012), the strategies are articulated around the demand for flexibility in environmental legislation, embodied in the approval of the New Brazilian Forest Code of 2012. In the second (2012 to 2017), we move through the period marked by the creation of Matopiba, the 2016 coup and the growing appropriation of the region's waters, which ended up culminating in the riverside uprising, in the municipality of Correntina, in November 2017. The third moment is delimited by the rearticulation of the political discourse of the post-conflict block of baiúchos, in which we observe the intensification of the onslaught of their discursive strategies in a context of hegemonic dispute, from November 2017 until the election of Jair Bolsonaro in 2018. Finally, in the fourth period, we examine how the discursive strategies of the baiúchos block are rearticulated during the four years of the former president's government (2019-2022). To carry out the analysis of the discourse on screen, the research was based on the methodological model of frame analysis. The findings of the study point to the conclusion that the discursive strategies articulated by the block of baiúchos confirm its ability to become hegemonic to the extent that it manages to establish social meanings around the nodal points of “environmental preservation” and “water sustainability”, succeeding in articulating their demands to build their image as “those who most conserve the environment”, mainly through the intensification of educational intervention strategies in riverside communities and their ability to make the legal apparatus and public policies more flexible for obtaining deforestation authorizations and water use permits.
