SUMMARY:

The second decade of the 21st century was marked by the emergence of a viral contagion on a global scale, stemming from a new flu virus called SARS-CoV-2, which causes the vascular disease known as COVID-19. This condition, hereinafter referred to as the COVID-19 Pandemic, brought countless consequences for humanity. This project aims to observe, analyse, and interpret one of these: the campaigns to tackle hunger developed and undertaken by two social movements operating in Rio de Janeiro—the Homeless Workers’ Movement (MTST) and the Small Farmers’ Movement (MPA). Drawing on Karl Polanyi’s (2000) reflections on the rise of capitalism through the self-regulating market and its subsequent formation into the market society we inhabit, this study employs Polanyi’s theory of the “double movement” to understand the historical process spanning, more broadly, from 2013 to 2024. This period encompasses society’s resistance to the “satanic mill” (Polanyi, 2000) of market expansion, with particular emphasis on the activities of the aforementioned social movements in their hunger relief campaigns. To examine these "countermovements," we will complement Polanyi's framework with Social Movement Theories, particularly those of Charles Tilly (1978, 2006) and Sidney Tarrow (2011), alongside their synthesis with Doug McAdam (2001) in Dynamics of Contention. These theories provide key concepts such as repertoires of action and political opportunity structures, which will be used to analyse the scope and strategies of the campaigns led by these social movements.

Hunger in Brazil has a long and complex history, as does its mitigation. Under Polanyi’s double movement thesis, it becomes evident that Brazil has long operated within a perverse confluence of two political projects—one democratising and the other neoliberal (Dagnino, 2004). Against this backdrop, we pose the following question: To what extent have the hunger relief campaigns undertaken by social movements managed to leverage the political opportunity structures presented by the bleak context of the COVID-19 pandemic? This includes exploring the rearticulation of rural and urban dynamics, as well as collaborations between movements with distinct origins and demands, to advance a countermovement towards food and nutritional sovereignty and security in Brazil. The general objective is to analyse the contributions of hunger relief campaigns undertaken by the MPA and MTST in Rio de Janeiro during the COVID-19 pandemic, in a context of the dismantling of public policies, to the reconstruction of the food and nutritional sovereignty and security (SSAN) agenda in Brazil. The specific objectives are: To contextualise the dismantling of public policies in Brazil aimed at promoting Food and Nutritional Sovereignty and Security since the 2016 coup. To characterise the repertoires of action employed by the MPA and MTST in their hunger relief campaigns in Rio de Janeiro during the COVID-19 pandemic and the underlying political processes. To evaluate how the themes of Food and Nutritional Sovereignty and Security (SSAN) and the Human Right to Adequate Food (DHAA) feature in the discourses and actions of these social movements. Methodologically, this research adopts a case study approach, exploring the interactions between the phenomenon under investigation and its contextual development, given their mutual influence (Yin, 2001). The study focuses on the hunger relief campaigns of the MTST and MPA in Rio de Janeiro during the COVID-19 pandemic. Adhering to the methodological principle that “a case is not selected because it represents others or a particular aspect or problem, but because the case itself is of interest” (Esteban, 2010), the two cases of hunger relief campaigns are chosen as the central subjects of analysis.
