SUMMARY:

The work presented consists of a Doctoral Qualification Project that began in 2019 at the Postgraduate Program in Social Sciences in Development, Agriculture and Society (CPDA) of the Federal Rural University of Rio de Janeiro (UFRRJ). It consists of an introductory part, containing information on the topic, the research object, objectives, theoretical framework and methodology; a complete first chapter, covering the history of mining in the state of Minas Gerais and the National Interest in this activity; a second chapter in development referring to the process of implementing the mining project called Minas-Rio, by the company Anglo American, in a town in Minas Gerais called Conceição do Mato Dentro and the situation of the operation of this enterprise today. The third chapter, which is yet to be started, will look at a future mining project in the same town, of interest to mining company Vale S/A. We will also present a proposed summary of the thesis, taking into account the phases described above. . The aim of the research is to understand how the state's legal and bureaucratic apparatus is constructed to make mining projects viable, hiding and ignoring the real individual and collective damage caused. The research will be based on a case study of Anglo American's activities in Conceição do Mato Dentro and bibliographical research on neo-extractivism, bureaucratic demogoguery, environmental licensing, judicial decisionism and the judicialization of conflicts.
