This research project aims to investigate the development of the National Policy for Indigenous Territorial and Environmental Management (PNGATI), understood in this work as a gateway to thinking about contemporary indigenous policy in Brazil. Developed through extensive coordination between indigenous organizations, indigenous and environmental agencies, other state institutions, non-governmental organizations, and international cooperation agencies, PNGATI integrates a set of guidelines and public policy instruments aimed at guaranteeing the territorial rights of ethnically differentiated people, as enshrined in the Brazilian Federal Constitution of 1988. The study aims to reflect on the following questions: (a) What ideas and political practices underpin PNGATI as an instrument of government intervention? (b) What meanings does this policy take on for the different actors involved in its formulation and implementation? (c) What are the instruments of intervention, interinstitutional governance arrangements, and financing mechanisms that support it structured? The theoretical framework of this study adopts an interdisciplinary approach to the social sciences, with an emphasis on the cognitive analysis of public policies and the anthropology of public policies, with the aim of investigating PNGATI as a case involving a broad governance process in which various actors, ideas, and practices interact in different ways, contexts, and situations. The proposed methodology follows a multi-situated perspective, which aims to investigate PNGATI using different research tools, including documentary analysis, semi-structured interviews, and the production of ethnographic registers produced from different contexts and situations in the field involving the formulation, monitoring, and implementation of PNGATI and indigenous policies in general. This qualifying text presents, at first, a historical-sociological reconstruction of the relationships established between indigenous populations, their territories, and the mechanisms of state power, retracing the trajectory of Brazilian indigenous policy from the colonial period, through the Brazilian Empire, and the different phases of the republican period. The aim is to identify the connections between indigenous policy, the different forms of state power exercised over indigenous populations, and the processes of socio-territorial and land use planning in the national territory. Next, we revisit the trajectory of indigenous collective action and the events led by civil society and the indigenous movement in the 1970s, which resulted in the recognition of constitutional rights and paved the way for the construction of PNGATI in the 2000s. The research analyzes the processes of formulation and implementation of PNGATI, considering the transformations in indigenous policy and territorial rights, and reflecting, based on this case, on the continuities, ruptures, and disputes in the relations between the state, social organizations, and indigenous territories.
