SUMMARY:
The dissertation researches the creation and implementation of the ICMS-Ecológico (Ecological ICMS) in the state of Rio de Janeiro, with data from 2012 to 2023. It discusses how the state acted and acts in encouraging and supporting municipal secretariats in the search for structuring local environmental policies and training for participation in the transfer of funds. The investigation included a survey and analysis of documents related to the legislative production on the ICMS-Ecológico, research in periodicals in search of news about the ICMS-Ecológico, interviews, and analysis of data obtained through direct contact with the State Secretariat for the Environment and Sustainability (SEAS) regarding municipal revenue collection from the 92 municipalities in Rio de Janeiro from the ecological ICMS between 2012 and 2023. The analysis of this data allowed for a comparison of municipal revenues, investigating hypotheses about the development of municipal environmental management after the implementation of the ecological ICMS. The research concludes that the Ecological ICMS encouraged environmental policies, helping to advance the agenda in the state of Rio de Janeiro, but that there is still significant disparity between the state capacities of municipalities in Rio de Janeiro and, consequently, in their revenues.
