SUMMARY:

The general objective of the research is to analyze the management of projects in the power generation sector under the Growth Acceleration Program (PAC) between 2007 and 2015, checking to what extent they contradict, or not, the demands of the affected populations and the Movement of People Affected by Dams (MAB). The question to be answered through theoretical mediations is: what is the role of the affected populations in the production of monitoring and evaluation indicators for major energy generation projects? The hypothesis of the work is that the participation of the population in processes of prior consultation and monitoring of impacts has taken place on a formal basis, without practical application of the instruments provided, due to the priority political commitments of the companies to the efficient implementation of the planned investments, not to social and environmental responsibility.

The specific objectives are: 1) To debate the liberal theories (classical, nationalism, neoliberalism and developmentalism) on the role of the state in economic development, relating them to the periods of world capitalist development and their connections with the development models in Brazil's historical process. 2) To debate the background, formulation and objectives of the PAC in order to support a mapping of the program that shows the presence of national, foreign, public and private capital in the program; with a focus on investments by Chinese companies, the largest commercial partnership in the world. 2) To debate the background, formulation and objectives of the PAC in order to support a mapping of the program that shows the presence of national, foreign, public and private capital in the program; with a focus on investments by Chinese companies, the largest commercial partnership in the world.
