SUMMARY:

This thesis aims to understand the emergence of the climate insurance market in Brazil, identifying the main actors and discourses involved, as well as investigating the extent to which, and the conditions under which, this process entails transformations in the ways disasters are conceived of and responded to, as well as in the meanings and practices of reparation for peoples affected by extreme climate events. Although this market is still in the process of being established in Brazil, international experiences already demonstrate the expansion of different forms of insurance aimed at covering climate-related risks. The thesis starts from the understanding that the formation of this market is connected to broader processes of the financialization of nature, in which the climate crisis and climate risk come to be appropriated as opportunities for business expansion and profit extraction, thereby promoting a new rationality for understanding climate change and responding to disasters. In this research, climate risk is not understood as an objective given or as a merely natural phenomenon, but as a socially constructed category, forged at the intersection of economic interests, technical knowledge, and political struggles. When framed within this logic, climate risk tends to be detached from its socionatural relations and progressively transformed into an object of calculation, measurement, and pricing. This process contributes to the constitution of what we refer to in this research as the climate risk market, materialized particularly through the activities of insurance companies. The research therefore seeks to analyze the extent to which this dynamic is producing a new rationality concerning disasters and how reparation—which, unlike insurance, has a different relationship with rights and justice—may be undergoing a process of reconfiguration, with social, political, and territorial implications for affected peoples. Methodologically, the research combines a literature review with empirical research, drawing on contributions from Environmental Sociology, the Sociology of Risk, the Sociology of Disasters, the Political Economy of Disasters, and Political Ecology, as well as semi-structured interviews and document analysis.
