SUMMARY:

The objective of the present study is to analyze the implementation of the Food Acquisition Program (Programa de Aquisição de Alimentos – PAA) in Fazenda Rio Grande, a locality in the municipality of Nova Friburgo, in the mountainous region of the state of Rio de Janeiro, Brazil. The analysis focuses on the Serra Velha and Serra Nova Rural Workers’ Associations of Nova Friburgo, established in 2002 through the organization of sharecroppers seeking to enable the collective purchase of plots from the former Fazenda Rio Grande estate through the Banco da Terra, also known as the National Land Credit Program (Programa Nacional de Crédito Fundiário – PNCF). The narrative advanced by community leaders emphasizes the importance of the PAA in the process of financial stabilization of the two associations and their members, a factor considered essential for the repayment of land-financing installments over a twenty-year period. Adopting a network approach, the study seeks to identify and understand the arrangements and relationships established through historical, social, and productive linkages within the territory, as well as the trajectory of transformations experienced since the incorporation of these associations and actors into the PAA. Through a literature review, the study discusses some perspectives related to public policy analysis and the concept of networks, as well as the different analytical approaches that may be mobilized to understand the Food Acquisition Program. The methodological framework, guided by a life-history perspective, draws on semi-structured interviews with farmers, community leaders, extension agents, and representatives of institutions involved in the implementation of the PAA in the territory, thereby providing an overview of the program’s implementation network in Fazenda Rio Grande.
