RESUMO:

Institutional purchases represented an important advent in the development of family agriculture in Brazil through public policies. Since 2003, with the Food Acquisition Program (PAA), for the first time the State has proposed to acquire family production at fair remunerations and with priority cuts. In 2009, with a reserve of at least 30% of the federal resources transferred to states and municipalities under the National School Feeding Program (PNAE) to purchase this kind of production, a new increase was given to the acquisition of food from family farming. Sao Paulo city, in your municipal school feeding program, has implemented this public policy since the year 2012, especially through the purchase of bananas produced in the Vale do Ribeira, south of Sao Paulo State, since 2014, a region that comes each year, qualifying itself in the performance of public purchases, increasing the quantity offered and expanding the number of schools and students attended. Such qualification may be linked to the social organization of these farming families, and such organization may be linked to the acquisitions made by the city of São Paulo over the years. This is what this investigation intends to observe. The semi-structured interviews will be applied to actors considered determinants for the process of participation in public purchases and execution of the contracts, and based on it, it intends to verify to what extent the purchase of bananas performed by the city of São Paulo, between 2012 and 2016, on the social organization of the family farmers of the Vale do Ribeira, and of the organized groups among themselves.
