RESUMO:

In the recent period, a series of proposals and measures have been established within the federal Executive and Legislative powers to restrict indigenous rights, mainly land rights. In this context, the objective of this work is to understand the process of contesting indigenous land rights in the post-1988 period, focusing on the process carried out in the last decade by the Parliamentary Front of Agriculture within the National Congress. We will also seek to decompose and analyze the content and foundations of the contestation discourse, as well as the main agents involved in the federal Executive and Legislative powers in the last decade. The research is mainly based on documentary and audiovisual analysis, such as records of public hearings on the subject, Executive measures, budget execution of the National Indian Foundation (FUNAI), laws and draft laws, and proposed amendments to the Federal Constitution, reports, meetings of the Congressional Commissions of Agriculture and the CPI FUNAI-INCRA (editions 1 and 2), as well as documents of the Parliamentary Front of Agriculture. Until now, interviews have been conducted with key informants to gather information that relate key players and contextualize relevant measures and proposals. In the same period, observations were also made in the National Congress.
