The performance of trade union organizations in the implementation of public rural development policies: institutionalization, political representation and power relations

As a result of the increasing incorporation of civil society in the public arena and important social mobilizations, new generations of public policies for rural development have a strong interference from social movements which, in addition to contributing to the composition of the set of ideas that underpinned their creation, has played an important role in the execution of their actions. This research proposal intends to investigate the new configurations in the relations between social movements and the State from the analysis of the performance of social organizations in the implementation of public policies of rural development seeking to problematize what aspects of this incorporation and what results it generates for the organizations and movements social and public policies. The work of trade union organizations in the implementation of rural development public policies, especially those related to support for agricultural production and rural credit, coordinated by the Ministry of Agrarian Development (MDA), is an object of analysis. The research focuses on the historical trajectory and the set of experiences lived in the Rural Workers 'and Family Farmers' Trade Unions (STR) of the Zona da Mata, Minas Gerais, based on questions about the way in which the exercise of functions of execution and operationalization of different policies and public programs interferes in the aspects of political representation and in the constitution of a union action in the political field and the relations and practices of power that these processes involve.
