SUMMARY:

This research aims to analyz the implementation of the agrarian reform settlement Irmã Dorothy, in the municipality of Quatis the expressions that emerge in the territories in relation to the institutional changes of public policies of agrarian reform, with substantial changes in the land regime that culminate with Law No. 13,465 of 2017 and the link of the agrarian issue to the environmental issue that intensified with the advent of the Forest Code of 2012. The work is structured in three axes, the first being an investigation of the territory the settlement and the composition of its current context, in which it seeks to identify the subjects involved in the implementation process and the emergence of the demand for the construction of a Sustainable Development Project (PDS). This type of environmentally different settlement emerges, in the context of the settlement, as an instrument for maintaining the families camped in that place and making public policy for agrarian reform viable. The second axis focuses on the category of environmentally differentiated settlements, their social construction and diffusion in the national territory, the arrival of the PDS modality in the Southeast and, especially, in Rio de Janeiro. We tried to highlight the different perspectives of the actors in relation to this agenda and the obstruction of it by different sectors of public administration in the recent conjuncture, which led us to explore the dimension of the non-recognition of different identities and forms of life and organization, of control and collective use of the territory. In the last axis, the idea of a public policy of not carrying out agrarian reform is deepened, which refers to the reflection on the recent changes in the normative frameworks that intensify the dismantling of the public policy of agrarian reform in Brazil, in particular Law 13,465 of 2017 , focusing on the insertion of public lands in the market from the transfer of these to private individuals, the blocking of collective forms of control and use of land and the delegitimation and disarticulation of social movements fighting for land.
