SUMMARY:

Eight years after the establishment of the Rural Environmental Registry (CAR), its capacity to recognize deforestation in private areas in the Amazon is perceived, as well as its potential for the generation of conflicts over land, due to its use as an input to land regularization. Requests to change or withdraw deadlines on the registration phase are constant, maintaining the possibility of accessing credit and not recovering irregularly deforested areas. There is no synthesis on what could be a development paradigm for the Amazon. The large extractive and agricultural capital has a productive and economic perception and perspective on its potential, including bioeconomic production. In this context, there are the disputes over the updating of the Forest Code (CF) of 1965 and the institutionalization of the CAR, which we intend to observe through the articulation of the pluralist approach with the issue of hegemony, in order to consolidate our approach through two large groups linked to the environment, exploration and land use. To consolidate the analysis, we separated our discussion by groups, and considering the proposals of Laclau and Mouffe (2015) using a model proposed and applied by Errejón Galván (2012) and Romano (2018), with interpretative frameworks (SNOW and BENFORD , 1988) we will analyze specific milestones in political discourse. Throughout its execution, the CAR was appropriated by actors from the ruralist bench, and came to be seen as a possible accelerator in the consolidation of irregularly occupied territories. These data can already be seen as the increase in land conflicts identified by the Pastoral Land Commission (CPT) and the increase in deforestation over the last five years (increase of 313%). The overlapping of cadastres with other territorial domains already totals 960 thousand km², including indigenous lands and conservation units. This could also influence new conflicts with land grabbers. In addition, the withdrawal of the deadline for carrying out the CAR opens the door to not carrying out the entire process for environmental regularization, a scenario that is antagonistic to what was expected with the Environmental Regularization Program. Through the analysis of milestones, the control of the ruralist group in the hegemonic dispute was perceived, over what was discussed and tensioned to arrive at changes in the forest code and the introduction of an environmental management instrument. The amendments to the code were influenced by the discourse of legal guarantee on land and expansion of agricultural areas for food production, however, such proposals are not proven based on studies on intensifying production and use of technologies. In the end, all the effort made was aimed at maintaining the status quo of exploration and development of agribusiness. With the previous analysis on the Environmental Licensing System in Rural Properties (SLAPR) and CAR Pará, it was realized that the mapping of rural properties can be guaranteed, however, alone it is not able to reduce deforestation and land grabbing, opening new areas and reduce risks of land disputes in the Amazon.
