SUMMARY:

The report has the goal to analyze the categories, such as, Development and
Environment on the project about the development of the city of Maricá, built from the
neoextractive focused on the oil company industry, through the implementation of the
“Ponta Negra Terminal”(TPN).
This essay pretends on reviewing the theoretical constructions of Development and
Environment in humanities and social sciences. Also, learn how these constructions
reflects on the reasoning elaborared by the city hall agents.
Based on the comprehension of the Progressive Neoextractivism elaborated by Eduardo
Gudynas, the intend is to analyze the defense of the city hall, from the Workers
Party(Partido dos trabalhadores), for the TPN project and how the concepts of
Development and Environment are implyed in this process. For that, the methodological
and theorical tools provided by the Laclau and Mouffe’s Theory of Discourse, will be
used.
