SUMMARY:

Throughout the first decade of the 2000s biofuels emerged on the international scenario in a context of multiple crises (energy, climate, food and financial) that would have played a key role in the advancement of this sector, driving, as described by Harvey (2004), the export of capital to places where expanded reproduction and accumulation are facilitated not only in the capital market, but also in the concrete of its production and reproduction. In Brazil, by recursively resonating in the emerging concern with climate issues and the depletion of fossil energy sources, the sector has taken a central position for the strategy of consolidation of the political economy of agribusiness, the results of which many authors have observed to the maintenance of land concentration, to the intensification of violence and conflicts and to the deepening of the mechanisms of expropriation of the rural population. Without any tradition on ethanol production, Mato Grosso do Sul stood out as the core of this dynamic having represented a new agricultural frontier for this sector. This resulted in an extraordinary expansion of the planted and harvested area of sugarcane and the number of plants installed in the region. When observing the years between 1995 and 2016, the planted area of sugarcane was expanded by 774%, corn by 235%, soybean area by 134% and wheat area was reduced by 35%. This thesis has as its central theme the investigation of the relationship between the dynamics of organization of the local dominant class fractions of Mato Grosso do Sul, regarding the advancement of the sugar-energy sector in the period between 2002 and 2014, and the historical dynamics of expropriation of territories of the Guarani and Kaiowá people. It is argued that the regime of expropriation that took place in this period, observed by the glasses of the sugar – energy expansion process to Mato Grosso do Sul, was supported by the persistence of elements of coloniality of power in a relationship of constitutive integration with the mechanisms of support of the bonds that formed a local context of colligated bourgeoisie. This articulation served, at the same time, as a strategy of capital accumulation and as a device for maintaining the hegemony of the great local landowners. In view of this, light was shed on the bonds established between the local dominant class fractions linked to large land ownership and the interests of usineiros, whose dynamics of coalition of interests shaped the process of expansion of the sugar-energy sector in the region.  It was observed, therefore, that the way this expansion was operated reinforced the political and economic power of local dominant class fractions historically constituted from the control of land ownership, contributing to the maintenance of the hegemony of interests opposed to the processes of demarcation of the Guarani and Kaiowá indigenous lands.
