This research project seeks to reflect on the interrelationships between society and nature, considering that the lived environment is a socio-material construction, the result of historical and cultural processes. There is no such thing as an immanent, spontaneous or timeless environment, which is the result of polysemic and contradictory dynamics. We start from the assumption that the environment has become a growing field of disputes, crossed by conflicts and processes of "environmentalization" of discourses, practices and institutional dynamics present in public arenas, amid a diverse set of problematic situations, interpreted and publicized from different perspectives. The aim is to understand the construction of the environmental issue as a public problem, based on everyday and contextualized land use practices in the Oceanic Region, in the municipality of Niterói, in the state of Rio de Janeiro. Our problem focuses on investigating the interfaces between historical and recent practices, perceptions and disputes related to land use in the Oceanic Region. The main research questions that guide our research are: What meanings do the discourses and practices analyzed reveal about the environmental issue? How and when does land use emerge as an environmental relationship in the problematic situations analyzed, in the context of the Oceanic Region? How can land use express itself as a public problem in the imbrications between urban dynamics and environmental dynamics? How is the notion of "environmentalization" present in the actors' interpretations of the environment and its problems? How are practices “environmentalized”? In this text, we start by characterizing the municipality of Niterói and the Oceanic Region, historically reconstructing the dynamics of territorial occupation in this municipality, focusing on the interrelationships established between land uses and environmental issues. Between August 2023 and March 2024, we accompanied the participatory process of discussion of the Urban Planning Bill (Project of Law-PL) No. 161/2022, promoted by the executive and legislative powers of the municipality of Niterói, with the participation of civil society, to define the rules of land use in this administrative unit. This exploratory study was accompanied by an experience of ethnographic insertion of the researcher, also a resident of the region, especially in the debates about the PL. The public meetings related to the project were attended by a diverse set of actors, a process which allowed a whole series of problematic situations to emerge in this public arena. We also carried out a literature review and documentary survey using public and government data available online and a set of exploratory semi-structured interviews with actors linked to the Oceanic Region, hoping to follow their courses of action and their lived experience. We hope that the current investigation can transcend the case under analysis, contributing to an understanding of the processes of constructing the environmental question as a public issue, as well as the conflicts and power disputes associated with the multiple interpretations of environmental problems in Brazilian society, and also bringing reflections on the difficulties faced by the actors in the effort to build shared references of a common world. The research in progress is (re)elaborated in the reflective triad between theoretical studies, empirical data and the object of study, with authors in the field of pragmatic and environmental sociology as its main theoretical and analytical support and inspiration.
