SUMMARY:

The present research aims to analyze the management of power generation projects included in the Growth Acceleration Program (PAC) between 2007 and 2018, to verify how and to what extent the program incorporated the agendas of affected populations. The study of the development theories of core countries and their incorporation in Brazil, in relation to the role of infrastructure in capital accumulation. As a reaction to classical theories, Latin American structuralism became the basis for the strands of new developmentalism, which disputed the economic policy of the Workers' Party (PT) governments. Based on the mapping of the program's evolution, focusing on the fractions of capital present, it is pointed out that the PAC resumed public investment and planning, enablers of economic growth and externalities in the industry. The credit, fiscal, and regulatory regimes consolidated themselves as risk mitigators for financial capital, a result of the maintenance of fiscal austerity, high interest rates, and the consequent productive specialization in the primary-extractive sectors. A dynamic that aimed at growth based on traditional comparative advantages, but in a "neoliberal" context, that is, of the hegemony of interest-bearing capital. Power generation, formerly a monopoly of state-owned enterprises, becomes, at the same time, a financial asset and an input for electro-intensive mineral extraction. The hegemony dispute surrounding the development project was analyzed based on the demands of affected populations facing the expansion and diversification of the electricity matrix. The Federal Government, the National Bank for Economic and Social Development (BNDES), and companies face local conflicts, while the Movement of People Affected by Dams (MAB) articulates agendas at the national level, as counter-hegemonic forces. It is concluded that the incorporation of the demands of the affected populations strained the efficiency logic in the implementation of Large Investment Projects (GPIs), while the lexicon of risk reduction, even if present in guidelines and norms, still conceals historical demands for full reparation for affected populations.
