RESUMO:

In this investigation we will look at Consea-Rio, trying to understand how the issue of Food and Nutrition Security (SAN) is problematized in the city of Rio de Janeiro. We will try to understand the importance of the theme in the reality of the municipality, as well as to understand how the municipal reality is reflected in the dynamics of the Council. As the creation of Consea-Rio is not detached from the trajectory of the institutionalization of the theme of food security at the national level. Whenever possible, we will try to look also at the processes in the federal plan. We understand that this Council is, at the same time, the end in a process, in the sense that goes from the national scale, passing through the states until arriving in the municipalities, and the beginning, that are the same actions in municipal scale. The paper also seeks to emphasize that Food and Nutrition Security (SAN) should be understood from a broad perspective and encompasses different axes, encompassing class, gender and race classifications, as well as spatial scales (cities, neighborhoods, places etc.).
