DETERMINANTS, EFFECTS, AND INSTITUTIONALIZATION OF THE CISTERNAL PROGRAM IN IMPLEMENTATORS 'VIEW

The instruments of public policy (techniques, means of operating anddevices) allow to materialize and operationalize the governmental action. The analysis of policies from their instruments can reveal profound transformations of the state, civil society and public action. In this sense, the presentdissertation aims to analyze the CisternasProgram, having as reference the legal format it acquires, this is from its instrumentation. The CisternasProgram, established by law n. 12,873, of October 24, 2013, has traveled a path somewhat different from other public policies that initiate its implementation after being instituted in law. The Cisternas program, in its turn, having as reference the proposals and programs formulated and implemented by civil society organizations (CSOs) of the articulation in the Brazilian semiarid (ASA), will only beofficially institutionalized after ten years of its implementation,when more than 600,000 low-income families had already been met with social technologies of access to water for consumption and food production. Thus, the presentdissertation analyzes the determinants, effects and institutionalization of the Program in the vision of actors who were involved in its implementation. Assuming the mutual constitution of state and civil society, it is sought to reflect on the social and state capacities in the promotion of decentralized access to water in the semi-arid.
