Agribusiness technological transformations and labor market reconfigurations for mid and high-level professionals: the emergence of a new profile?

In the past few decades, Brazilian agriculture experienced a new cycle of expansion, marked by a wide range of technological innovations and organizational rearrangements. This same period registered the emergence of a new narrative announcing the necessity of a new profile of mid-level and high-level professionals needed for the development of Brazilian agribusiness. The emerging discourse emphasizes the acquisition of skills and abilities in the field of management, entrepreneurship and incorporation by this “new professional” of a systemic view, not restricted to agriculture itself. This research aims to analyze the material and symbolic transformations occurred in the labor market for technicians and high level professionals  in activities related to the agricultural sector and agribusiness productive chains, considering their connection with the technological innovation processes in agriculture and with the political and institutional changes that have taken place in high school and higher education institutions. Through this research we seek to understand how these transformations are being perceived and experienced by the different actors and institutions working with the agricultural sector. The outline established in this investigation should involve a comprehensive analysis of the economic, political and institutional changes related to agribusiness and the labor market at the national level, as well as a more detailed study of the case of São Paulo. This state, concentrates 17% of Brazil's enrollment in 185 undergraduate courses related to agricultural activities or agribusiness chains (INEP / MEC), and also houses a diverse set of institutions focused on mid-level technological education, in agro-related courses . In addition, according to the São Paulo State Investment Promotion and Competitiveness Agency (2019), São Paulo is also the main agricultural producer and exporter state, having a modern agro-industrial system with a high research tradition, concentrating 50% of Agritechs - startups linked to Brazilian agribusiness. São Paulo's agribusiness also stands out for the strong presence of industrial links and services related to agricultural production. The research aims to: (i) historically reconstruct the economic, technical and discursive transformations associated with Brazilian agribusiness in the analyzed period, evaluating its repercussions on the labor market, the dynamics of innovation and knowledge dissemination and the demand for professionals of medium and high level; (ii) longitudinally, evaluate changes in the labor market structure for mid-level and high-level professions linked to agriculture and the agribusiness production chains, both at the national scale and in the state of São Paulo; (iii) to analyze, based on the existing literature on the subject, and through interviews, the inflections that occurred in the discourse of agribusiness organizations, especially in the state of São Paulo, regarding professional education and the profile of human resources needed to operate in the agricultural sector and agribusiness production chains; (iv) identify the institutional arrangements that underlie the construction of this new narrative of education / profession, assessing the extent to which this vision is being internalized by technical schools and higher education institutions. Research methodology should involve a bibliographic and documentary research effort, statistical data analysis using different databases (Continuous PNAD, Agricultural Census, RAIS, General Register of Employed and Unemployed and CONFEA) and interviews with key actors in the state of São Paulo, and may advance, depending on the unfolding of the work, to a regional cut.
