The aim of this dissertation is to understand the acting of the Palmares Cultural Foundation (FCP) with the Remnant Communities of Quilombos (CRQ's) in Brazil. This entity is part of the Ministry of Culture and has been responsible since 1988 for enhancing, promoting, preserving and supporting Afro-Brazilian culture. Until 2003, the FCP was the sole entity of the executive with the incumbency to formulate, support and carry out programs and projects with the objective of protecting the Remnant Communities of Quilombos. I choose to carry out the analysis following the interval of so-called multiannual plans, which are developed every four years and evaluated in the annual reports of the institution. In this sense, the temporal cut of this dissertation ranges from the birth of the FCP (1988), to the analysis of the reports of the Fernando Henrique Cardoso government years (multiannual plan 2000-2003) to the government of Luis Inácio Lula da Silva (multi- 2007 and 2008-2011). On August 19, 2003, Decree 4814/03 was signed which defines remaining quilombo communities as "ethnic-racial groups according to self-attribution criteria. The FCP, in this way, has its attributions, regarding the land titling of CRQs, reduced, but still maintains important papers with respect to this social group.
