SUMMARY:

This research aims to analyze the current situation of the Tinguá Biological Reserve in
the face of the attempted reclassification for the National Park claimed, especially by
the Ecopreservar Institute and by the Secretary of Environment, Agriculture,
Development and Tourism - SEMADETUR of the city of Nova Iguaçu. The
Conservation Unit - UC was created in 1989 and is considered the only UC in Brazil
created from a popular initiative. However, there are records of several initiatives to
recategorize the UC. In addition, there are reports that the will of the people would not
have been heard since the institution of the Reserve, considering that at the time of its
creation the majority of the population of Tinguá preferred the National Park instead of
the Biological Reserve. The creation of Conservation Units (UCs) has been the main
strategy adopted to ensure the conservation of natural resources, the protection of
biodiversity and also, to support the needs of human society through environmental
services provided. It should be noted that such areas are also essential for cultures and
as a means of subsistence for local communities and traditional peoples and
communities. However, the way they are created often creates conflicts between the
community and the management bodies of these nature protection areas. These conflicts
can destabilize the UCs, making them susceptible to new changes in the protection
category and in their size. Such changes reduce the protection of biodiversity and
contribute to the weakening of nature conservation policies. However, especially in the
case of the Tinguá Biological Reserve, the recategorization calls for a change to a
conservation category very close in restrictions and objectives of use, both of which
belong to the group of UCs for Integral Protection. This fact is what instigates us to
analyze this recategorization process, especially to understand what a seemingly very
small change could bring about in the general context of nature conservation in the UC
in question.
