In 2012, mining company Vale obtained the prior license from the State to start the installation of the largest iron project in its history, the S11D Project. The process of this process was marked by an international situation of instability in this market, after the great boom of the first decade of the 21st century, before which Vale responded with the emergency to increase the scale of production, to compensate for the fall in price, and the possible way for that, was in the exploration of the Serra Sul in Carajás. In Brazil, there was a period favorable to the implementation of the project, with the State leading a model of economic development based on exports of commodities, to reverse part of its profits in social policies to reduce poverty, thus managing to guarantee a hegemony of the bloc in power. Vale was not only part of this bloc, but also counted on the direct involvement of the State in its accumulation process, to the extent that, even though it was a private company, it still had significant State ownership power. These elements ensured the a priori alignment of the company with the State due to the S11D project. However, the impacts of this project on the territory, generated conflicts that complexified this relationship, imposing the mediation of an entire administrative bureaucratic apparatus, which, however much it represented a dominant reproductive structure, was crossed by the class struggle. In this sense, the main objective of the thesis was to unveil the State's actions, given the interests of territorialization of the Vale company, in the implementation of the mine of the S11D project in Canaã dos Carajás. It was identified in the environmental and agrarian conflicts around the project, the movement of the State acting in two ways. In the impacts of the project on Flona Carajás, the existence of environmental legislation that guided the action of the state bureaucracy, managed, in a way, to shield the licensing of the pressures coming from superior spheres of the state political power. In the case of the social impacts related to agrarian conflicts with the company, there was, to a large extent, an absence of a regulatory framework, making institutional tensions less noticeable, because state actions were almost all driven by the conflicts between Vale and the affected population, which it was at such unequal levels of access to the State. With this thesis, we sought to show the balance of class power within the state, even when it was conducted by a popular democratic government. It also allowed us to understand Vale's strategies to dominate the state structure and put it at the service of its interests, and, finally, the role of social struggles, which even in the face of the state's refractory character, I managed to impress on it, its victories.
