SUMMARY:

This thesis analyzes the Rural Environmental Registry (CAR) within the policy of environmental regularization provided for in the New Forest Code (NCF) as an instrument responsible for economic and environmental planning. CAR coming from a conciliatory demand between agricultural production of commodities and environmental protection, and is a cadastral tool that works through autocadastro and georeferencing of all possessions and rural properties. Brazil has intense focuses of deforestation and land grabbing, and the new instrument of environmental political modifies the structure of environmental inspection, brings together other maps favoring land regularization and focuses on the monitoring and transparency of global production chains such as livestock, cattle and mining. The theories used in the thesis come from the analysis of public policies, such as instruments of public action, anthropology of public policies and defense coalitions. The policy will be verified at the federal level, with a history of the coalitions around the NCF, with the actors related to SICAR as scientists and politicians, as well as analyzed how the policy is inserted in the southeast of Pará with the environmental technicians,  georeferencing technicians, livestock and mining companies, ranchers and social movements. The methodological procedures used was bibliographic and documentary research, semi-structured interviews with active actors in the public policy process, production of maps and graphs from programs such as QGis and Excel.
