SUMMARY:

 

The objective of this research work is to carry out an in-depth analysis of the environmental inspection activities developed by the State Environmental Institute of Rio de Janeiro (INEA), a public agency that integrates the Brazilian National Environmental System (SISNAMA), in the state of Rio de Janeiro.  The investigation tries to understand how inspection constitutes actors and organizes society-nature relationships based on certain nexuses. For that, the work unfolds around three central axes that include: (i) the institutional role of INEA in the set of environmental inspection bodies (ii) the different dimensions of inspection carried out by INEA and its members; (iii) the chains of agents, arrangements and apparatus that support inspection activities in specific contexts. Inspection is seen here as a web of networks that are intertwined at various points: the institutions associated with the environmental inspection device, with INEA at the center of them; contextualized inspection practices and situations; the regulatory dimension that structures environmental inspection, which is part of a system of norms and procedures that transcends the local level as well as the state level, subject to the Federal Constitution and also to international agreements; speeches related to inspection; and different actors, whether formally constituted by oversight mechanisms or not. The research must go through a historical reconstruction of inspection activities and their relationship with environmental policies in its broadest sense, as well as an analysis of INEA's political-institutional trajectory. The oversight functions, established by environmental legislation and associated political structures, depend on a large chain of actors that create and sustain the relational web underlying environmental policies, so that this activity is effectively implemented within a specific institutional framework. In addition, the legitimacy of the actions of INEA and its members is directly impacted by the connections established by public agents, including in the territories where they operate, which affect in different ways the role of the State and its governance structure in relation to environmental policies. The research also aims to understand the impacts on environmental inspection of the political-institutional scenario, currently characterized by trends of deregulation of environmental policies in the country, and how the ongoing changes in the role of the State in environmental regulation affect activities at the level institutional of INEA. The work should include documental research and semi-structured interviews with agents involved, at different levels, in inspection activities carried out by INEA.
