History

The thesis examines the Government Secretariats of the State of Maranhão and the captaincies of Pernambuco and São Paulo, between 1686 and 1750, while addressing preceding issues that contribute to the understanding of the subject. It scrutinizes the jurisdictional bases, establishes prerogatives, and discusses the processes of selecting government secretaries. It constitutes the study of the secretary's position, with attention to daily work, performed missions, and responsibilities that exceeded the regulations. It delves into how the occupants of the positions shaped the institution, expanded their revenues and functions, and politically articulated themselves. Special attention is given to social interactions, conflicts, and alliances. It also points out indications of personal enrichment of government secretaries during and after their tenure. Finally, it establishes the effects of the Government Secretariats on bureaucratic management, administrative organization, and governance in the colonies.
