In this doctoral thesis, we investigate the writings of D. Rodrigo de Sousa Coutinho on Indigenous
peoples, based on the hypothesis that this political figure of the Portuguese monarchy profoundly
redefined metropolitan policy toward Indigenous groups inherited from the Pombaline period. D.
Rodrigo held significant positions, such as Minister of the Secretariat of Overseas Affairs (1796–
1801) and Minister of the Secretariat of War and Foreign Affairs (1808–1812), during which two
major events reshaped the experiences of Indigenous peoples in the colony. These events were: the
abolition of the Pombaline Directorate through the Royal Charter of May 12, 1798 (addressed to the
captaincy of Grão-Pará), and the reestablishment of just wars through the publication of six royal
charters: the royal charters of May 13, 1808; November 5, 1808; December 2, 1808; April 1, 1809;
September 5, 1811; and August 11, 1813. This thesis posits that D. Rodrigo de Sousa Coutinho
broke with the foundations of Pombaline Indigenous policy—based on land rights, freedom, and
political participation of Indigenous peoples within their settlements, even under the supervision of
directors—by proposing the abolition of the Directorate and the reinstatement of just wars and
Indigenous enslavement. The main objective is to analyze Indigenous policy from 1798 to 1820,
with specific aims to examine the policies of Minister D. Rodrigo de Sousa Coutinho and of D.
Francisco de Sousa Coutinho, governor of Grão-Pará (1790–1803). The research seeks to understand the drafting of six royal charters published on May 12, 1798—one addressed to the

captaincy of Grão-Pará, abolishing the Indigenous Directorate, and five others directed to the
captaincies of Goiás, Maranhão, Piauí, and Mato Grosso, which presented a plan for river
navigation and the forced relocation (descimentos) of Indigenous peoples. Another key goal is to
analyze the construction of the royal charter of September 5, 1811, which declared war on
Indigenous groups inhabiting the northern region of the Goiás captaincy. An additional objective is
to investigate the implementation of the September 5, 1811 charter and the strategies employed by
Indigenous peoples to confront this historically violent context.
