RESUMO:

This thesis consists in analyzing the MEB’s performance in the states of Ceará, Paraíba and Pernambuco - 

between 1961 and 1966 -, discussing how local and national land issues were treated by the movement. 

For this purpose, we will analyze: teaching materials, National Council bulletins, training meeting materials, 

reports, proceedings of coordinator meetings, radio program scripts, pastoral letters and periodicals. The 

guiding concept of this research is the "discourse", subject of epistemological debates.  Adopting as 

theoretical-methodological references the ideas developed by Marx and Engels, Norman Fairclough and 

Bakhtin's Circle, we attempt to make a two-dimensional analysis of this MEB’s speech, discussing both its 

textual structure – vocabulary and argumentative strategies – and the political-economic context in which it 

was placed. Another fundamental aspect for our analysis is to consider the discourse as reflective social 

practice of class conflicts. However, it is noteworthy that we will not adopt the mechanistic duality of social 

determination to explain the structuring of discourses, since at the same time as they are produced in a 

socioeconomic context, the speeches try to change it.
