SUMMARY:

The present research intends to study and analyze the organization and the political dispute of the political elite of Maranhão, in the 19th century, between 1855 and 1875, using the elections as starting point. It seeks to understand the configuration (and reconfigurations) of political groups in Maranhão at that time. The polls (and frauds) for the elective offices of the central and provincial governments were certainly an individual moment that mobilized the local political groups; they also showed their actions, identities and strength. It will, therefore, be a crucial and recurring topic of this work. The research covers the period immediately after the edition of the Lei dos Círculos in 1855, until the year 1875, promulgation of the Lei do Terço. This broader period will enable us to observe more carefully the changes that affected the form of composition of the groups in that stretch, that is, the effects of the “districting” of the elections. At the local level, I will deal with the deputies of the Provincial Legislative Assembly of Maranhão. At the national level, I will focus on representatives from Maranhão elected to the General Chamber. To a lesser extent, I will use, whenever I deem it necessary for the argument, the information stemming from other important institutions, notably the Municipalities (of São Luís and Caxias) and the Senate of the Empire. In these disputes, a final actor, the President of the Province, is central to the speeches of the elites, and he will also be analyzed by the references made to him. To investigate the identities and organization of elites at the provincial level, I will focus on a specific source: the newspapers of the period. Another broader documentary corpus will serve to compare, when possible, these characterizations and identifications with their institutional performance: the minutes and annals of the Provincial General Assembly, the budget laws and the reports from the provincial presidents. Finally, the collections of Laws of the Empire and the Province will serve to understand the institutional organization
