SUMMARY:

This dissertation presents as the theme of his research an investigation on the process of emancipation of municipalities occurred in Brazil especially in the 1990s after the promulgation of the Federal Constitution of 1988. This process will be contextualized at the national level and then more specifically at the local level comprising the configuration of the territory of the region known as Baixada Fluminense in which the municipality of Seropédica is located. This city has achieved its emancipation in a long process that carries several particu larities that make up the thematic axis of this research. This is a relevant theme especially when one still perceives the actuality of the discussions about the creation of new municipalities in the country and the reality that many of them present in maintaining a fiscal balance and a correct application of public policies. The objective of the research is, therefore, to understand how the process of emancipation of municipalities in Brazil since the colonial period has gone and which were the main agents that exerted social influence in the emancipation process of Seropédica. In order to clarify this problem, a historical panorama will be realized through which the various moments of the political formation of Brazil are revisited and how in these periods the view about the municipalities and their importance is changed. And in the specific case of Seropédica understand how the different sociopolitical forces played their roles during the emancipation process. The methodology adopted consists of a qualitative approach characterized by bibliographic research and a documentary research in which several local newspapers were analyzed as the object of research that portrayed the emancipationist process at the time.
